Description
The NATO Support and Procurement Agency (NSPA) intends to issue a Request for Proposals (RFP) for the implementation of project 5HQ27010-3, entitled SOC Load Building Equipment. This equipment, programmed under Capability Package (CP) 5A0156, is required to provide the Southern Operational Center with logistic support capability for the NATO Deployable HQ Assets for Deployable Camps. In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, etc.) in the United States 2) be pre-approved for participation in NATO International Competitive Bidding (ICB) 3) be nominated to the bidders list by the U.S. Government 4) be registered in the NSPA Source File: https://eportal.nspa.nato.int/Registration/OnlineRegistration.aspx?lng=en The Department of Commerce will be using IFB-5HQ27010-3 as its reference for this project. SUMMARY DESCRIPTION A. General Due to the specificity of the requirement, one Request for Proposal (RFP) with three lots will be issued: 1. Lot 1 - ISO Container weighing scales (mobile) 2. Lot 2 - Flatbed Truck with twist locks (to transport 20FT ISO container) 3. Lot 3 - Flatbed Trailer with twist locks (to transport 20FT ISO container) The following information contains excerpts from the Statements of Work (SOW) that will be released during the ICB process: B. Project Objectives The Contractor shall furnish NSPA with the following equipment: 1. Lot 1 - Five (5) sets - ISO Container weighing scales (mobile). a. To accurately weigh ISO containers and certify their weight for shipping to conform to the Safety of Life at Sea (SOLAS) treaty. The weighing scales shall furnish: Four 500 man Large Headquarters Camps (each having one set of mobile weighing scales, which will deploy with the camps); One set to be utilized at the Southern Operational Center; b. The scales will be calibrated and certified to accurately weigh containers of up to 32T. 2. Lot 2 - One (1) - Flatbed Truck with twist locks. a. To safely transport one 20FT ISO container in compliance of EU road regulations with a maximum gross load weight of the container being 15T. b. Shall have the ability to tow a drawbar trailer as mentioned in item 3, Flatbed Trailer. 3. Lot 3 - One (1) - Flatbed Trailer with twist locks. a. To safely transport one 20FT ISO container in compliance of EU road regulations with a maximum gross load weight of the container being 15T; b. Shall be compatible with the towing arrangement of item 2, Flatbed Truck. in accordance with detailed technical requirements defined in applicable SOW. These assets shall be utilized at the Southern Operational Center, Taranto, Italy, where they will allow the weighing and road transportation of 20FT ISO containers. Accordingly, NATO expects the equipment to be new and fit for purpose as per the specification of the SOW. C. Logistic Support Elements The Contractor will be required to provide logistic support elements allowing the use and maintenance of the equipment such as documentation, spares and a training package. D. Specific Terms and Conditions Delivery: Not later than 9 months after contract award. Partial Bidding: No partial offers within the lots will be entertained Follow-on Services: Offers for follow-on services (maintenance) shall be provided by bidders as an option. Requirements in Option: Options for extra sets of weighing scales will be included. Quality Assurance: Requirement for ISO and AQAP Quality Assurance is included. Actual quantities to be included in the RFP may vary slightly from those specified in this announcement. BIDDING PROCEDURE NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or reference number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved prime contractor to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by: 31 July 2017 NSPA intends to issue the RFP to firms on its bidders list at a date yet to be determined, but not before 03 August 2017.
