- Request for Proposal DLNSEO Psychometric Scientific and Technical Support Synopsis/Solicitation This is a combined synopsis/solicitation for Psychometric Scientific and Technical Support prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The Defense Human Resources Activity (DHRA) intends to award on a competitive basis, a contract for The Defense Language and National Security Education Office (DLNSEO) applied linguist services for psychometric support. A detailed description of the requirement, the CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation. The solicitation number is H98210-17-R-0025 and issued as a request for proposal (RFP). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-95, effective January 19, 2017, and DPN 20161222. This requirement is being advertised 100% set aside to small businesses. The NAICS code is 611710, Educational Support Services, and the size standard is $15.0 million. Contract award type shall be a Firm-Fixed Price Contract. The Period of Performance will be date of award through 9-months for the base period and four 12-month option periods. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 11:00 AM EDT (Eastern Daylight Time), August 7, 2017. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date. All requests for clarification must be submitted in writing via e-mail to the Contract Specialist, Hector E Monge, at: hector.e.monge.civ@mail.mil by 11:00 AM EDT, Thursday, July 17, 2017.
