- Notice of Intent: NB688000-17-04153 Status: Open Description of Contract Action: Wavelength Conversion Modules For 534 nm Post Date: 07/06/2017 Close Date: 07/08/2017 File Name: NB688000-17-04153 / Wavelength Conversion Modules For 534 nm Contact Points: Dennis Fuentes, Contracting Officer (303) 497.5573 This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b). This is a notice of intent to negotiate on a sole source basis and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 08 July 2017, 11:00am, Mountain Time to Dennis M. Fuentes at dennis.fuentes@nist.gov. Responses received will be assessed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to negotiate and award on a sole-source basis under the authority of FAR 13.106-1 (b) with NTT Electronics America, Inc, (Formerly NEL America, Inc.) in New Jersey. The Ion Storage Group requires wavelength conversion modules to frequency-double light near 1069 nm to 534 nm. This will produce laser light used for addressing transitions in Al+ when operating an optical clock. DELIVERABLES: 2 wavelength conversion modules. TECHNICAL SPECIFICATIONS: Wavelength conversion module Quantity: 2. Operating wavelength: BOTH 534.85 nm and 533.95 nm (Device may be used with either wavelength) Input power: Up to 1 Watt. Output power: At least 300 mW through free space Conversion efficiency: >50%/ W at low power, > 300 mW output with 1 W input. Other: - If thermal stabilization is required, the devices must include a heater and thermal sensor inside the package. - All devices have a polarization-maintaining input fiber and unfiltered, free-space output. - Reliability: Manufacturer must be able to demonstrate reliability by showing at least 300 mW output power at operating wavelength for 100 hours. - Output window transmits both the visible and residual IR light TECHNICAL CONSIDERATIONS: All technical specifications given above are important. NIST prefers vendors with a proven track record of meeting these demanding vibration isolation specifications. The NAICS code 334516 - Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 1000 employees will be used.
