Description
CFPB expects to issue a solicitation in late July/early August 2017 to procure services for validation of its Examiner Commissioning Test. The solicitation will be open for 15 days after release. Award is expected in September 2017. On July 21, 2010, President Obama signed the Dodd-Frank Wall Street Reform and Consumer Protection Act (the "Act"), which created the Consumer Financial Protection Bureau (CFPB). Under the Act, part of CFPB’s mission is to supervise institutions to foster compliance with consumer financial protection laws to promote a fair and non-discriminatory consumer financial marketplace. The CFPB supervision function is staffed with examiners requiring various degrees of training. Inexperienced examiners will need training, known as the Examiner Commissioning Program (ECP), to understand the business operations of financial institutions they will be examining, the consumer financial laws and regulations enforced by the CFPB. Once an examiner has completed the ECP, the examiner earns the title of Commissioned Examiner. The final steps in earning a commission are a multiple choice test and a case study. Accordingly, CFPB seeks a contractor to validate the examiner Commissioning Multiple-Choice Test and the Examiner in Charge (EIC) Case Study, both of which ensure candidates for commissioning demonstrate proficiency in the curriculum covered by the ECP. The Contractor shall perform services under this contract that conform to the standards established by the Uniform Guidelines on Employee Selection Procedures (UGESP) and other professional standards related to testing and assessment (e.g., the Principles for the Validation and Use of Personnel Selection Procedures, The Standards for Educational and Psychological Testing), and shall be legally defensible. Key Personnel are Psychometricians with minimum five years' related expereince, at least one of whom shall have a PhD. Services shall be provided at locations TBD within the Washington DC Area.
