- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: J -- Maintenance, repair & rebuilding of equipment SUBJECT: Purchase the Maintenance and Repair Support for a NIST owed Kapteyn-Murnane Wyvern 500 Laser Amplifier SOLICITATION NUMBER: SB134117RQ0766 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Kapteyn-Murnane Laboratories(KM Labs) located in Boulder Co, to acquire annual maintenance and Support for a NIST owed Kapteyn-Murnane Wyvern 500 Laser Amplifier. The sole source justification is based on the following: Kapteyn- Murnane is the original manufacturer of this equipment and is the only source reasonably available with the proprietary technical capabilities to fulfill this service. Kapteyn- Murnane is the sole provider of certified service engineers and facilities that are capable of providing authorized repairs for this laser amplifier. Kapteyn- Murnane does not authorize any third parties to have access to the proprietary technology, tools, and procedures required to maintain this laser amplifier. Given these facts, Kapteyn- Murnane is considered the only source reasonably available to provide the required service. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 811219- Laboratory instrument repair and maintenance services with a size standard of 20.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST 17 July 2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
