Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to enter into sole source negotiations and subsequently award a cost-plus-fixed-fee contract to AECOM (formerly URS Federal Technical Services Inc.) The anticipated contract provides continued data processing of Intelligence, Surveillance, and Reconnaissance (ISR) provided by the Broad Area Maritime Surveillance Demonstrator (BAMS-D) Unmanned Aircraft System (UAS). This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. The BAMS-D UAS Tactical Auxiliary Ground Station (TAGS) at Patuxent River NAS is a Government-owned SPAWAR Systems Center Atlantic certified secure laboratory and the only facility in existence with the security clearances and capabilities to process Intelligence, Surveillance, and Reconnaissance (ISR) data from the sensors on the BAMS-D aircraft. AECOM has provided mission tactical planning and real-time analysis of sensor data since the fielding of the BAMS-D in 2008, and, as a result, is the only company that has personnel who are currently trained and certified by the Government to provide these specialized services. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.
