- HSCGG1-17-Q-PRV227 ISSUE DATE: 10 July 2017 The United States Coast Guard, Civil Engineering Unit - Providence, has a service requirement to perform Electrical Energy Usage Load Study at CG STA Provincetown; Provincetown, Massachusetts, CG STA Gloucester, Gloucester, Massachusetts, CG BASE Cape Cod; Buzzards Bay Massachusetts and CG STA Portsmouth Harbor, New Hampshire. This synopsis is issued in accordance with FAR Parts 5, 12, 13, and 19. This commercial item acquisition is a 100% Total Small Business set-aside. The correct NAICS Code should read 541380, Electrical Testing, with a Small Business Size Standard of $15.0 Million. The Product Service Code is H261, Equipment and Materials Testing and Power Distribution Equipment. The estimated cost range of this project is between $25,000 and $50,000. The period of performance is 30 days. Solicitation packages will be available on or about 10 July 2017. The tentative date for receipt of quotations is scheduled for 25 July 2017 at 4:00 pm EST. Quotations must be valid for a minimum of 30 days. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue on this website: http://www.fbo.gov (FBO.gov). Any amendments to the solicitation will be posted on this website (FBO.gov). Offerors are required to acknowledge with their quotations any and all amendments. To receive immediate notification of all changes posted electronically, vendors should click on [Register to Receive Notification]. All vendors interested in teaming or subcontracting for this solicitation, should click on [Register as Interested Vendor]. Vendors MUST be registered in the System for Award Management database through www.SAM.gov in order to receive a federal government contract. Base Scope of Work Contractor shall furnish all labor, material, equipment, transportation, disposal, supervision, and incidental related work necessary to perform Electrical Energy Usage Load Study. Contractor shall perform a seven (7) consecutive day electrical load study of select electrical panel boards and circuits at the following CG Stations: CG STA Provincetown; Provincetown, Massachusetts CG STA Gloucester; Gloucester, Massachusetts CG BASE Cape Cod; Buzzards Bay, Massachusetts CG STA Portsmouth Harbor, New Hampshire For each electrical load to be monitored, install energy log type meters designed for use in energy studies. Meters and associated current transformers (CT's) shall be sized and rated for the electrical load to be monitored, and calibrated per the manufacturer's instructions. Contractor shall submit the manufacturer and model number of the meter (s) to be used. Monitoring each required electrical load 24 hours per day for seven (7) consecutive days (install/connect on a Monday and disconnect the following Monday) Provide one report for each station visited.
