- DRAFT Paraprofessional PWS ***THIS NOTICE IS NOT A REQUEST FOR PROPOSALS**** This synopsis notice is posted in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a). The U.S. Department of Education (Department) anticipates release of a new Fiscal Year 2017 procurement titled "Feasibility Study for an Impact Evaluation of Paraprofessional Reading Tutors." The purpose of this design work is to inform a potential future evaluation effort that examines the effectiveness of differing ways to train paraprofessionals who tutor struggling readers. The ultimate study design options must provide information to the field about ways to improve the effectiveness and deployment of paraprofessionals using the most credible scientific study methods. The contract will include work to provide options of which aspects of paraprofessional training programs are most amenable and policy relevant to study. The contract will also include site visits to places that offer such training programs to inform feasible study options and engage stakeholders, a Technical Working Group meeting, and a study design report. ANTICIPATED PERIOD OF PERFORMANCE The period of performance of this contract is anticipated for 10 months starting from the date of award. ANTICIPATED ACQUISITION STRATEGY The Department anticipates releasing the Request for Proposals (RFP) in July 2017. It is also anticipated that the acquisition strategy will be a negotiated, competitive acquisition (open to both small and large businesses) conducted in accordance with FAR Part 15.
