- This procurement is for construction services and is being advertised unrestricted, full and open competition. This procurement will use the single phase design-bid-build selection procedures. Source Selection procedures will be used with the intent to award a firm-fixed price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), is the most advantageous and offers the best value to the Government. The work to be acquired under this solicitation is for the construction of P-198 and P-203, Aircraft Maintenance Hangar and Flightline Apron Expansion at Marine Corps Air Station Miramar, San Diego, California. The work to be completed under P-198 and P-203 will construct an aircraft maintenance hangar and a flightline apron expansion. The construction will include a 15,520 square meter (167,056 square feet) aircraft maintenance hangar; a 65,775 square meter (707,996 square feet) aircraft parking apron, and a 60,665 square meter (652,993 square feet) aircraft parking apron expansion. The maintenance hangar will require a special foundation, and will include a Secure Access Program Facility (SAPF), overhead bridge crane, and elevators. Project includes all pertinent site improvements (including aircraft wash racks), site preparations, mechanical and electrical utilities, telecommunications, emergency generator, landscaping, irrigation, drainage, parking, and exterior lighting. Mechanical utilities will include compressed air, high pressure cooling air systems, as well as potable and fire protection water distribution, sanitary sewer, and storm sewer systems. Electrical utilities will include power distribution, 400HZ power with 270VDC converter for aircraft power, taxiway lighting, apron edge lighting and primary and secondary power distribution. The North American Industry Classification System (NAICS) code is 236220, and the annual size standard is $36.5 million. The estimated price range for design and construction is between $100,000,000 and $250,000,000. The Government intends to evaluate proposals without discussions. Selection for award will be based on evaluation of the following: Factor 1 “ Corporate Experience; Factor 2 “ Past Performance; Factor 3 “ Safety; Factor 4 “ Technical Solution; Factor 5 - Small Business Utilization; Factor 6 - Price. Source Selection procedures will be used and award may be made to the offeror whose proposal is the most advantageous and offers the best value to the government, price and other factors considered. The full design for P198 and P203 will not be completed until late August, 2017. In an effort to expedite the evaluation of non-price proposals, proposals will be solicited in a two-part submission for a single solicitation. The submissions will be divided into Part One and Part Two of the solicitation, as follows: The first submission (Part One) will require Offerors to submit proposals for Factors 1 (Experience), 2 (Past Performance) and 3 (Safety). Once the full design of P198 and P203 is completed, the solicitation will be amended and proposals from Offerors who submitted proposals for Part One will be requested to provide proposals for Factors 4 (Technical Solution), 5 (Small Business Utilization) and 6 (Price) (this second submission is hereby referred to as Part Two). As this is not a two-phase procurement, there will be no down selection between Part One and Part Two of the solicitation. In order to be eligible to submit for Part Two of the solicitation (Factors 4, 5 and 6), the Offeror must have submitted a proposal for Part One of the solicitation (Factors 1, 2 and 3). Any changes to an Offerors submission for Part One of the solicitation will NOT be permitted after submission of Part One proposals. For further clarity, there will be no opportunity for an Offeror to amend its Part One submission as part of the Part Two submission and/or review process. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Navy Electronic Commerce Online website at https://www.neco.navy.mil on or about July 24, 2017. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AMENDMENTS AND/OR CLARIFICATIONS TO THIS SOLICITATION. Prospective offerors MUST register themselves on the website. Plan holders lists will not be faxed and will be available only at the website listed above. A Market Survey was conducted by Sources Sought Announcement on December 7, 2016 posted on NECO/FedbizOpps seeking availability and capability of qualified and eligible businesses in the Small Business Programs. As a result of the market research analysis, the Government is not confident that there are a minimum of two verified, capable, small business contractors in any socio-economic program available to perform the construction services for this project. On 18 January 2017, the U.S. Small Business Administration, San Diego Office concurred with the following unrestricted, full and open competition determination. Large business concerns are required to submit a subcontract plan prior to award of the contract. THIS IS AN UNRESTRICTED COMPETITIVE PROCUREMENT IN ACCORDANCE WITH FAR SUBPART 6.1 FULL AND OPEN COMPETITION.
