- C-5M Enterprise Agenda provides the program itinerary for Day 1 and the schedule for One-On-One Breakout sessions for Day 2. 'Required' C-5M Enterprise Registration Form must be completed and returned to the address provided NLT 17 July @ 5:00pm EST to identify all attendees from each company. C-5 Galaxy Enterprise Industry Days Tuesday-Wednesday, 25-26 July 2017 Notice Type: Special Notice Synopsis: The Air Force Life Cycle Management Center, Mobility Directorate, C-5 Galaxy Division will host the C-5 Galaxy Enterprise Industry Days from 25-26 July 2017 to present information regarding five upcoming C-5 programs. The goals of the C-5 Galaxy Enterprise Industry Days are to inform industry about upcoming competition opportunities in the Division, engage with industry to identify companies interested and capable of executing future C-5 workload, update our programs' Market Research, and to provide a forum to discuss program strategies in order to improve the quality of upcoming solicitations. The C-5 Galaxy Division currently has three programs projecting competitive solicitations within the next 12 months: the Core Mission Computer/Weather Radar (CMC/WxR) Program, the Large Aircraft Infrared Countermeasures (LAIRCM) Block 30 Upgrade Program, and the Communication, Navigation, Surveillance/Air Traffic Management (CNS/ATM) Program. Future workload for discussion includes the Replace Multifunctional Controls and Displays (RMCD) and the Mobile User Objective System (MUOS) programs. I. The Core Mission Computer / Weather Radar (CMC/WxR) Program is completing the Engineering and Manufacturing Development (EMD) Phase and a solicitation will be released in support of the Production and Deployment Phase within the coming months. During the EMD Phase, an integrated approach was designed by the prime contractor Lockheed Martin, Aeronautics, and a Record Time Compliance Technical Order (TCTO) was completed for use during the Production and Deployment Phase. The approach described hereafter has completed Developmental Test and Evaluation (DT&E) and will start Operational Test and Evaluation (OT&E) in August 2017. The design includes replacing the current Core Processing Module (CPM) cards within the Government Furnished Versatile Integrated Avionics and Avionics Interface Units (VIA/AIU) with the newly designed Honeywell CPM II cards. The legacy Weather Radar will be replaced with the Rockwell Collins WXR-2100 weather radar system to resolve Diminishing Manufacturing Sources (DMS) issues. This effort requires the contractor to perform an integration role using the Technical Data Package (TDP) completed under the EMD Phase to produce Group A components and purchase Group B LRUs (with the exception of specific GFE/GFP to be identified later). Kits will be supplied for integration at the installation facility Warner-Robins Air Logistics Complex (WRALC), Robins AFB, Georgia. Further, the contractor will be responsible for providing initial spares as identified by the Program Office and for supplying new kit parts as needed to support WRALC during kit installation. At this time, the C-5 Galaxy Division is completing Market Research and engaging with industry for feedback on a proposed acquisition strategy. The CMC/WxR team will present and discuss the latest information about the program to attain industry feedback in preparation for a Request for Proposal (RFP) release in December 2017 with contract award estimated in November 2018. II. The C-5 Large Aircraft Infrared Countermeasure (LAIRCM) Block 30 Upgrade Program is currently developing the Acquisition Strategy for a competitive RFP to be released in fourth quarter calendar year 2017. The Program requires that the Contractor plan, direct, build and install into two (2) C-5 Aircraft the hardware and software for Group ‘A' Kits, necessary for the integration with the Government Furnished Equipment (GFE) Group ‘B' Kits, which together compose, the Block 30 upgrade. The Contractor shall accomplish analyses and testing necessary to prove the C-5 LAIRCM Block 30 airworthiness and compliant with C-5 LAIRCM specification requirements. The Contractor shall then build an additional 50 Group ‘A' Kits, integrating them with the Group ‘B' Kits, and deliver them for installation at the Warner-Robins Air Logistics Complex (WRALC) facility at Robins AFB, Georgia. The LAIRCM Team will provide additional information on strategy during Industry Day. III. The C-5M CNS/ATM Upgrade consists of several avionics modifications to the C-5M Super Galaxy to include: upgrades to the ARC-210 radio and Crypto, and an upgrade of legacy voice civilian SATCOM equipment to meet multiple civil and federal mandates required for access to preferred airspace. The EMD portion of the program is currently being performed by Lockheed Martin Aeronautics of Marietta, Georgia. Production installations are expected to be performed by Warner-Robins Air Logistics Complex (WR-ALC), Robins AFB, Georgia between Jun 2020 and Dec 2023. C-5 SPO is performing market research to identify potential providers capable of developing of Group A hardware and spares for the CNS/ATM modification, along with development of kits for aircraft, procuring support equipment, and potentially SATCOM equipment, receiving, storing Government Furnished Equipment components, assembling and delivering kits to WRALC, providing Diminishing Manufacturing Source Management, Interim Contractor Support, Sustainment and System Engineering for the components of the mod. The target RFP release date for the CNS/ATM program is June 2018. IV. The Mobile User Objective System (MUOS) Program is conducting market research to support an EMD effort to resolve obsolescence issues with the aircraft's Ultra High Frequency military satellite communications (UHF MILSATCOM) system. Development strategies include either upgrading or replacing the system in time to address the impending end of life of the UHF Follow On (UFO) MILSATCOM satellite constellation in the FY2020 timeframe. The users require an upgraded/replacement system capable of providing secure, global, beyond line-of-sight (BLOS) satellite voice (recognition quality) connectivity utilizing the MUOS satellite constellation and waveform. The new MUOS system and radios must also support secure BLOS voice communications connectivity with legacy Integrated Waveform communications systems. V. The C-5 Galaxy Division is in the planning process to replace the Multifunctional Control Display Units (MCDU) and Multifunctional Display Units (MFDU) on the fleet of C-5M aircraft. These components control several functions of the C-5M aircraft and displays critical flight information. This proposed program, known as the Replace Multifunctional Controls and Displays (RMCD), is currently in the market research phase. Team members will present a generalized approach for the RMCD and request feedback from industry. Industry Day Details : Both large and small business are encouraged to participate in this Industry Day event. Companies must register all participants for the event using the registration form provided and by submitting to AFLCMC.WLSK.C5CMCWxR@us.af.mil. Registration is required by 17 July 2017 at 1700 hrs (EST). Participation is limited to three (3) people per company due to space restrictions. Companies considering participation as a prime contractor may choose to provide a capability briefing during one-on-one sessions presented in a table-top (handout) format. Each company should bring four copies of each briefing for Government personnel to keep and use in their Market Research Report. One-on-one sessions are limited to not more than 45 minutes, including capability briefings. Briefings should be tailored specifically to workload discussed as part of this C-5 Enterprise Industry Day in order for our teams to apply the information appropriately to our Market Research. One-on-one sessions are scheduled for the second day of briefings allowing companies to tailor their capability presentations based on the information presented during the Government presentations.
