Description
Actuarial Expertise and Systems Support- Pre-solicitation Notice The Pension Benefit Guaranty Corporation (hereafter referred to as the Corporation /PBGC) was established to develop and administer the pension plan termination program as provided by Title IV of the Employee Retirement Income Security Act (ERISA) of 1974. The mission of the Corporation is to operate as a service-oriented, professionally managed agency that protects participants' benefits and supports a healthy retirement plan/system by: (i) encouraging the continuation and maintenance of private pension plans, (ii) protecting pension benefits in ongoing plans, (iii) providing timely payments of benefits in terminated pension plans, and (iv) making the maximum use of resources and maintaining premiums and operating costs at the lowest levels consistent with statutory responsibilities. The termination insurance program currently covers approximately 30,000 defined benefit pension plans. PBGC requires a combination of actuarial expertise and information technology (IT) support services. PBGC plans to award an Indefinite Delivery/Indefinite Quantity (IDIQ), performance based contract to acquire these services. PBGC anticipates the length of the contract will be one base year with four option years, with a period of performance of 12 months each. The purpose of this contract is to establish a vehicle to acquire the support services below: • Actuarial Expertise • Operations and Maintenance (O&M) Services for IT Systems requiring actuarial expertise • Actuarial Studies and Related Special Projects • Development/Modernization and Enhancement (DME) Services for IT Systems requiring actuarial expertise. PBGC will award Task Orders under the awarded IDIQ to procure the above services. The initial task order will be for Actuarial Expertise & O&M services to support the Integrated Present Value of Future Benefits (IPVFB) system. A defined scope and costs along with a set of agreed upon deliverables, reports, and time schedules will be established at the time of the Task Order award. Proposals are not requested at this time. PBGC anticipates issuing a Request for Proposal (RFP) on or about July 24, 2017. The entire RFP will be made available on the Government Point of Entry (GPE) via this website. Therefore, interested Firms are encouraged to monitor this website because it will be the principal distribution of the RFP, Notices, Changes, and Questions and Answers.
