- Ft Belvoir Community Hospital has a requirement to procure Preventive /On-call Maintenance for 2-2d Dimensions and CAD 2 port Breast Imaging System. The Government intends to procure this item on a sole source basis from Hologic Limited Partnership, the manufacturer of this equipment. Only the OEM can provide the required service because it owns the proprietary schematics diagrams, software and spare parts required for maintenance. Also, only it possesses the proprietary troubleshooting tools required to analyze and assess performance problems. Further, required repairs can only be performed by manufacturer's factory trained and certified technicians. Lastly, no other vendor could perform the work because of the prospective liability issues involved if the repairs were done improperly and any existing warranties on the equipment would be voided. This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized the procurement of this item under the full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future for this item. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
