Description
This is a secondary Sources Sought Notice (SSN) for market research purposes. This requirement is to maintain the Envision for BACtalk building automation system already in place at the National Institute of Standards and Technology (NIST) Gaithersburg, MD site. THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO conduct secondary market research for maintenance of the Envision for BACtalk building automation system located at the National Institute of Standards and Technology (NIST), Gaithersburg, MD, campus. The National Institute of Standards and Technology is seeking eligible contractors to furnish authorized Alerton Building Automation Service Preventive Maintenance Services as follows: Contractor is to provide all labor, supervision, tools, material, labor, transportation, management, and equipment to provide manufacturer-recommended preventative maintenance and service for the Envision BACtalk building automation systems located on the NIST Gaithersburg, MD campus. Work shall include routine preventative maintenance and emergency service to keep the system in proper working order. In addition, work shall include field and programming work, on an as needed basis to meet NIST needs. Maintenance services shall include the following: 1) Application Revisions- The Contractor shall provide and install upgrades to the application software as it becomes available or is necessary to improve the performance of the system. The Contractor shall confirm that applications and firmware are compliant with NIST IT security requirements. The Contractor shall be responsible for any further revisions required if pre-upgrade system operation cannot be achieved. 2) Data Backup- Complete data backup to CD, DVD, or flash drive to include trendlogs, programming, graphics, and control software. 3) Server Diagnostics- The Contractor shall review the operation of the server to confirm that it is performing optimally. 4) Graphics Revisions- The Contractor shall periodically review graphics and correct any problems found. 5) Programming Diagnostics- The Contractor shall perform diagnostics of programs and make recommendations for changes/corrections to meet the original control performance requirements 6) Field Panel Diagnostics: The Contractor shall perform diagnostics of all field panels including but not limited to: documenting any overridden HOA switches (and potentially changing condition after consulting with NIST COR); verifying wiring connections are tight; verifying batteries (both controller and UPS) are in good working condition; check for any pneumatic air leaks if applicable. The Contractor shall analyze the results of the diagnostics and make recommendations for changes to optimize the building control performance within the functional capabilities for the system 7) Control Loop Evaluation and Tuning- The Contractor shall evaluate and tune critical control loops to maintain peak efficiency of equipment as the building mechanical systems performance changes over time. To be considered, a Contractor must be capable of meeting the following requirements: The successful contractor must have been an authorized Alerton representative for a minimum of one (1) year The contractor must have key personnel with the following minimum capabilities: Two Alerton Certified Engineers who have performed design and two technicians which have performed installation of Alerton systems for a minimum of three (3) years. A copy of the Alerton Certified Engineer certificate must be provided. All interested firms shall provide the following information: Company name; address; point of contact; telephone number; e-mail address; capability statement not to exceed 20 pages, single sided; and applicable business size. In addition to the capability statement, please provide two key personnel resumes and certifications not to exceed 8 pages, to: donald.collie@nist.gov All responsible sources may express their interest and provide capability statements in response to this notice. This sources sought announcement is not a request for competitive proposals. This is a Sources Sought ONLY and not a Request for Proposals (RFP). This notice does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein.
