- Notice of Intent: NB688000-17-04048 Status: Open Description of Contract Action: Active Vibration Isolation System for Cryostat. Post Date: 07/07/2017 Close Date: 07/11/2017 File Name: NB688000-17-04048 / Active Vibration Isolation System for Cryostat. Contact Points: Dennis Fuentes, Contracting Officer (303) 497.5573 This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b). This is a notice of intent to negotiate on a sole source basis and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 11 July 2017, 11:00am, Mountain Time to Dennis M. Fuentes at dennis.fuentes@nist.gov. Responses received will be assessed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to negotiate and award on a sole-source basis under the authority of FAR 13.106-1 (b) with Herzan, in Laguna Hills, Ca. NIST requires an active vibration isolation system to support a cryogenic reference cavity system. The system will comprise the active isolation components (sensors, actuators, passive damping, etc.) as well as the controller for those systems. TECHNICAL SPECIFICATIONS: 1. Load: 1000 - 2000 lbs 2. Active vibration isolation frequency range: 1 Hz to 200 Hz 3. Transmissibility < 0.8 at 2 Hz, < 0.02 above 10 Hz 4. Instrument dimensions: (approx. 36" x 36" x 36") 5. Include option for external driving 6. Support height < 6" 7. Must interface with Herzan LFS system TECHNICAL CONSIDERATIONS: All technical specifications given above are important. NIST prefers vendors with a proven track record of meeting these demanding vibration isolation specifications. GOVERNMENT FURNISHED PROPERTY OR INFORMATION: Mechanical details of the instrument can be provided when necessary. Low frequency isolation add-on provided by NIST, and the new AVI system must be compatible with that. DELIVERABLE SCHEDULE: 8 weeks ARO INSPECTION AND ACCEPTANCE: Acceptable equipment shall meet all technical specifications. We will inspect and test the system after delivery. Accelerometer tests of the transmissibility as a function of vibration frequency will be made as necessary.
