Description

This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this announcement is to gain knowledge of potential qualified small business sources such as Service-Disabled Veteran-owned small firms, Veteran-owned small firms, Hubzone firms, general small business firms relative to NAICS 811310, size standard $7.5million capable of providing the following services. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA) Network 22 Contracting Office (VISN 22) is seeking sources for Generator Inspection and Maintenance. The objective is to inspect and maintain the site s main generator to ensure proper operation in the event of a power outage. This Generator supplies emergency backup power to the entire VA Sepulveda Ambulatory Care Center. Maintenance and testing is critical to the continued reliability of the emergency generator and must be performed in accordance with manufacturer s recommendations, instruction manuals, and the minimum requirements of NFPA 110 and the authority having jurisdiction (AHJ) [see: NFPA110(99), Section 6-1.1; NFPA 110(02), Sec. 8.1.1]. The services are to be provided at the VA Sepulveda Outpatient Clinic, 16111 Plummer Street, North Hills, CA 91343. Interested firms having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to the market survey/sources sought notice. Responses to this Notice must provide the following information: (1) General Information of the company name, address, company point of contact, phone number, fax number, e-mail address(s), and company web site. (2) How long has your company been in business? (3) Contractor shall be an Electro-Motive Diesel, Inc. (EMD) Factory authorized distributor and Service Company with a minimum of 25 years experience with EMD. Vendor must demonstrate the capability to perform maintenance and testing of the emergency generator (EMD 16-645-E4) in accordance with manufacturer s recommendations, instruction manuals, and the minimum requirements of NFPA 110 and the authority having jurisdiction (AHJ) [see: NFPA110(99), Section 6-1.1; NFPA 110(02), Sec. 8.1.1].   Contractor shall use only EMD OEM parts. Provide a Capability Statement that addresses the organizations qualifications and ability to perform as a contractor for the work described. (4) Provide the names of individuals, certifications, licenses and/or other pertinent documents/evidence that is required to perform the work described Contractor shall provide FACTORY TRAINED technicians with a minimum of 5 years experience with EMD. (5) Describe how you intend to provide the required services for our Veterans. (6) Provide previous or current works that are similar in size and complexity as the Government requirement. (7) Please provide general pricing for your services for market research purposes. (8) Is your business small relative to NAICS 811310, size standard $7.5million? (9) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (10) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "Hubzone" firm? (11) Is your firm a woman-owned or operated business? (12) Is your firm a certified Service-Disabled Veteran Owned Small or Veteran owned small business? If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. (13) Provide your Dun and Bradstreet Number. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. No solicitation is available at this time; this notice is to acquire information only. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought will not result in being added to a prospective bidders list or to receive a copy of the solicitation.
