Page 1 of 2 SOLICITATION NUMBER VA256-17-Q-0986 Instructor for Federal Appropriations Law Training Fayetteville, Arkansas AMENDMENT A00002 This amendment is to extend the due date to read as follows: Due Date: July 10, 2017. The following question has been submitted to the Contracting Officer regarding this solicitation. The question and response represent all questions submitted to the Contracting Officer prior to the deadline established in Solicitation No. VA256-17-Q-0986 as of 3:00 p.m., C.S.T., July 6, 2017. No more questions accepted. Bidders are instructed to submit their bids in response to the solicitation as-is. Any remaining issues will be addressed with the successful bidder. Questions and responses are provided for bidder s information and use. Vendor question 1: Is there an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number? VA response A1: This is a new requirement. Vendor question 2: Section 2.0 Scope of Work p. 4: What is the difference between the two different courses? Why must the contractor choose to teach one or the other? Could a contractor choose to teach both courses? Is the difference that one is an introductory course and the other is a step above introductory? VA response A2: There is no difference in courses. We anticipate more than 20 employee participants and are requiring 2 training events of the same material to accommodate the anticipated total number attending. Vendor question 3: Section 2.0 Scope of Work p.4. Instruction is to be targeted to approximately 20 employees. Who are the employees? What is their current level of knowledge of the subject matter? Do they have any professional certifications that require specific continuing education credits? Do they need a foundation level course to understand the basics or do they need a more practical course to help them apply concepts that they already understand? What are the GS Levels and Position titles for the prospective course attendees? VA response A3: The audience will be at all levels of experience so foundational training is needed as refresher to seasoned employees and indoctrinational to new. Vendor question 4: Section 2.2 Course Requirements, Requirement 1: The course information shall be presented four (4) days, offering 32 Continuing Professional Education (CPE). P.5. Must the bidding contractor have their course certified by a professional organization prior to performing on this contract? If so, which professional organization should provide this certification? What credentials must the contractor present in order to demonstrate that they are competent to provide Continuing Professional Education (CPE)? VA response A4: The type of CPE awarding should be recognized by the CGFM program as does the VA Financial Services Center training. Vendor question 5: Section 2.3 Applicable Directives, p. 5.:Are the students taking the course already familiar with the GAO Red Book ? Will they have access or have been provided the book prior to commencement of class, or will the contractor be required to provide a copy to each student on the first day of class? VA response A5: The audience may / may not know about the Red Book. They will not have the benefit of any advance preparation or GAO Red Book training.
