- Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to Decontaminate and Insulate building 6943, Fort Hood, Texas. This acquisition is 100% set aside for Historically Underutilized Business Zone (HUBZone) NAICS 238310 Drywall and Insulation Contractors (Size Standard $15 Million). As required by FAR 36.204, the estimated magnitude of the procurement is between $250,000 and $500,000. The purpose of this project is to decontaminate all vertical and horizontal surfaces above 6 feet in building using HEPA vacuum and wet damp cloth and to provide insulation to a clamshell blade shop warehouse for protection of high dollar government equipment and expensive aircraft components. Building is approx. 10,000 sf. The toxic metals profile analysis included: Arsenic, Beryllium, Cadmium, Chromium, Lead, and Vanadium. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX170279 06/09/2017 TX279 Superseded General Decision Number: TX20160279 State: Texas Construction Type: Building County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $60,000.00. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement 16 Aug 2017. Details of that site visit will be available in the solicitation. The tentative dates for issuing the invitations 9 Aug 2017, opening 1 Sep 2017 and completing contract performance 90 days after notice to proceed under solicitation number W91151-17-B-0010. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
