- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD2017023 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industrial Classification (NAICS) code 541690 with a size standard of $15000000 Million. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases intend procure services for the installation of laboratory casework and fixtures. This request is for the procurement of materials and construction services necessary to fulfill the design intent of NIH Construction Project as it pertains to the manufacturing and installation of laboratory casework and fixtures. The NIDDK added a Stadtman Tenure-Track Investigator to its branch which necessitated the relocation of one its standing research groups to accommodate the expansion. To continue its work at its new location, the relocated group will need a room which is currently purposed for IT equipment, converted to a general laboratory space that is consistent with those found throughout the building. NIDDK plans to convert a single-module had walled dry laboratory that is used as a computer workroom into a wet laboratory module that will be part of the adjacent open lab. SERVICES TO BE PERFORMED The vendor shall fulfill the design intent summarized below: as-well-as that defined and detailed within the attached documents. •New architectural work includes providing for a wing wall as shown on plan where two (2) new panelized laboratory casework units 6-inch (152 mm) deep and 48-inches (1219mm) wide will added. •Two (2) new manufactured panelized casework units will be secured to the existing floor and to structure above for stability. 48-inch (1219 mm) shelving will be supported on one side of the panelized system. •Desk height benches shall be removed and replaced with standing height benches. •Twelve new metal base cabinets shall be as selected by the end user. •New shelving will be installed. Existing 12 inch (305 mm) deep shelving will be re-used at the east wall of the laboratory. Shelving on the north and west walls will be new. •New materials and metal casework will match the materials and metal casework in the open laboratory. •New power receptacles, plumbing and exhaust lines required for the renovation and detailed in the attached engineering drawings. PERIOD OF PERFORMANCE The period of performance for delivery of materials and completion of installations is from 8/15/17 to 9/1/17. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the product specified in this synopsis should submit a copy of their quotation to the below address in this solicitation. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due on July 20, 2017, before 11:00am EST. The quotation must reference "Solicitation number" NICHD2017023.
