Description: The Military Sealift Command (MSC) requests a U.S. flagged tug in the immediate vicinity of the Naval Sea Systems Command's (NAVSEA) Southeast Alaska Acoustic Measurement Facility (SEAFAC) located in Behm Canal near Ketchikan, Alaska. The following illustrates the call-out services required under this contract: i. Owner's representative have adequate staff and communications to promptly respond to a Government's request for services under this contract on a 24-hour-day basis. ii. Provide emergency line handling, towing, twisting, mooring, assisting, pulling and escorting services to a USN submarine operating in the immediate vicinity of the NAVSEA SEAFAC facility in Behm Canal, Alaska. This is a requirements contract. Estimates for call outs will be provided; however, there is not a guarantee of work. a. Unit of issue: n/a b. Destination information: The place of performance shall be in the geographical region(s) of Naval Sea Systems Command's (NAVSEA) Southeast Alaska Acoustic Measurement Facility (SEAFAC) located in Behm Canal near Ketchikan, Alaska c. Delivery schedule: n/a d. Procedures: n/a e. Anticipated Award Date: 21 September 2017 f. The solicitation will be made available on www.fbo.gov on or about 17 July 2017 g. Set-aside Status: No Set Aside 17. The decision for this requirement to be full and open was determined from Market Research. Previous procurements for this supply have shown that there is no expectation to receive quotes from two or more small businesses. MSC's Small Business office agreed to this decision on 03 July 2017.
