- THIS IS A SOURCES SOUGHT SYNOPSIS/MARKET RESEARCH STUDY TO ASSIST THE SEATTLE DISTRICT US ARMY CORPS OF ENGINEERS (USACE) IN DEVLOPING THE ACQUISITION STRATEGY FOR AN UPCOMING IFB (INVITATION FOR BID) of a Single Award Contract for a Multi-Discipline project named, "Repair Hangar Bldg. 3041", McChord Field, JBLM, Washington, 98433 THIS IS NOT A PRESOLICITATION OR SOLICITATION ANNOUNCEMENT: After review of the responses to this notice, and if the Government still plans to proceed with the issue of an IFB, a Formal Synopsis will be posted to the FEDBIZOPS website. Fifteen days following the posting of the synopsis for the IFB, a separate formal Invitation for Bid (IFB) announcement will be issued under the Federal Business Opportunities website (FEDBIZOPPS.GOV). It is the bidder's responsibility to ensure they look for the IFB once posted. The purposed of this notice is to gain knowledge of and to determine the availability of potentially qualified Women-Owned Small Businesses only, sources and their size classifications relative to the North American Industry Classification System (NAICS) Code of 236220 Commercial and Institutional Building Construction and Related Structures Construction with a size standard of $36.5M. For the purposes of the procurement, a firm is considered a Women Owned Small Business if the concern is 51% directly and unconditionally owned by, the management and daily business operations of which are controlled by, one or more women, whom are U.S. citizens. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a Women Owned Small Business set-aside is possible and/or appropriate. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the US Army Corps of Engineers. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information as listed below describing their interest and capabilities to compete for and perform the contract described herein. Please note that should the acquisition be set aside 100% Women Owned Small Business, firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed. ANTICIPATION CONTRACT INFORMATION: The Seattle District expects to solicit an Invitation for Bid (IFB) IAW FAR PART 14 (Sealed Bidding) procedures. Bidders will be required to submit sealed bids that will be opened at time and place stated in the solicitation for the public opening of bids. A single award will be made after the opening of bids to the responsible bidder whose bid is responsive to the terms of the invitation for bids and is most advantageous to the Government, considering only price and price related factors included in the invitation. DESCRIPTION OF PROJECT: Project is to provide incidental design and repairs to Hangar Building 3041. Work includes repair and/or replacement of all major systems including: replace the exterior siding, insulation and steel girts with new framing, sheathing, insulation and metal siding assembly. Replace existing roof covering and insulation to structural deck. Replace main hangar bay rolling doors. Replace interior electrical distribution system. Install 400HZ system and electrical service entrance. Replace lighting system. Replace interior telecommunications distribution system. Replace wet pipe fire suppression system in administrative areas and shops. Replace HVAC system and plumbing fixtures. Replace exterior windows. Repair building lightning protection system, including a ground loop counterpoise system. Replace existing floor, wall, ceiling, doors, and interior finishes. Relocate compressed air and power outlets in hangar bay. Work will include abatement of asbestos and lead based products. Design a new fire alarm system. Install fire alarm system and wet fire suppression system. The building has not seen any major renovation for roughly 40 years though there have been numerous minor revisions and remodels since it was first built. REQUIREMENS: a. Offerors response to this Sources Sought shall be limited to 4 pages and shall include the following information. • Offerors name, addresses, point of contact, phone number, and e-mail address. Offeror's interest in bidding on the solicitation when it is issued. • Offerors' capability to meet project requirements. • Offerors' are required to submit a narrative regarding one completed project similar to the project described above that is similar in scope and complexity. (Limit 2 pages) b. Submission of your interest is not a prerequisite to any potential future offerings, but participation will assist NWS in identifying sources with required capabilities. If a solicitation is later released, it will be synopsized in FedBizOpps only, the FedBizOpps link is www.fbo.gov. c. Interested Offerors shall respond to this Sources Sought/Market Survey Synopsis no later than 2:00 p.m. local time on 21 July 2017.
