Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential bidders for replacement of the vehicular bridge at Freeman ™s Creek along Highway 172 located at Marine Corps Base Camp Lejeune, North Carolina. The proposed procurement method is sealed bidding. The NAICS code for this procurement is 237310, and the annual size standard is $36,500,000.00. The cost is estimated to range between $500,000.00 and $1,000,000.00. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). Interested SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice. Large business concerns would be required to submit a subcontracting plan prior to award of the contract. Offerors will be required to submit with their offer a bid bond valued at 20% of the amount for Wage Rate Requirements (Construction) work. Interested parties should respond no later than Sunday, July 23, 2017. Responders shall provide a capability statement not to exceed three pages in length that lists three projects of similar size and scope (including short descriptions, dates performed, and dollar values for each), the type(s) of business concern (for example, 8(a), HUBZone, etc.), a point of contact including email and phone number, and the CAGE and DUNS of the responder.
