Description
THIS PRESOLICITATION NOTICE OFFICIALLY REPLACES AND CANCELS THE PREVIOUS SOLICITATION# VA246-17-R-0009. The Salem Veterans Affairs Medical Center located in Salem, VA, requires a contractor experienced in the renovation and construction of medical facilities to furnish all labor, materials, tools, equipment, transportation and qualified supervision necessary to complete the project, Upgrade Lab Exhaust & AC. The Laboratory is in Building 2A, second floor, where the majority of the work will occur. Both the Laboratory and above-ceiling space are heavily congested with various mechanical, electrical, communications, and plumbing appurtenances as well as laboratory equipment. Work will involve temporary partitions / infection control measures, the extent of which will depend upon the configuration and location. New work will parallel demolition efforts. Mechanically speaking, ductwork joints will be sealed. All ductwork impacted will then be re-insulated as noted. Modifications are anticipated to provide a new pump, increasing chilled water capacity. Some control modifications are also proposed. In order to complete this effort, existing ceiling panels and grids will be removed only to the extent required, with the predominance of the grid remaining in place. ACT panels will be evaluated to the extent of replacement required. Ceiling devices hung in place during demolition and temporary removal will be reinstalled. New controls and piping work may lead to minor penetrations in walls and slabs. Some wall repair may also be required. The work entails replacement of various VAV s and the predominance of the control s system, ceiling and ceiling-mounted device removal and replacement, duct sealing, and replacement of pumps and motors including their electrical connections and circuiting throughout the existing LAB space on the 2nd floor of Building 2A at the VA Medical Center, Salem, VA. The lab operates 2 shifts each day and must remain operational, resulting in phasing and all systems being on-line at the beginning of each day s work. Much of the work will be after hours (nights and weekends). The Laboratory must remain operational for every hour of every day of the year, including during the duration of this contract. Temporary utilities will be required to accommodate the Laboratory operation. The majority of work will occur in sensitive or secure areas and close coordination will be required with the COR to ensure construction activities do not impact the Laboratory operations. Reference contract drawings and specifications for details on times deemed least impactful to Laboratory operations. All work, including final cleanup and completion of any punch list items, shall be performed within three hundred and sixty-five (365) calendar days of receipt of the Notice to Proceed. All work shall be performed at the VA Medical Center, Salem, Virginia 24153-6404. This is a Presolicitation Notice Only. This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 15% of the construction work on the project utilizing their own workforce. Additionally, this acquisition will be awarded in accordance with FAR 15.101-2, utilizing the Lowest Price Technically Acceptable process and a best value award is expected to result from the selection of the technically acceptable proposal with the lowest evaluated cost. Interested contractors should watch for the issuance of the actual solicitation which will have specific instructions and requirements associated with this procurement. The tentative date for issuing the solicitation is on or about August 2, 2017 with a tentative pre-bid/site visit on August 16, 2017 and with a proposal due date of August 30, 2017. THESE ARE ONLY TENTATIVE DATES. THE SOLICITATION WILL HAVE SPECIFIC DATES, TIMES, AND LOCATIONS FOR THE PRE-PROPOSAL CONFERENCE AND SITE VISIT. The magnitude of construction per VAAR Part 836 is between $500,000.00 and $1,000,000.00. In accordance with PL 109-461, this is a 100% SDVOSB set-aside. The NAICS Code for this procurement is 236220, Commercial and Institutional Construction, with a maximum small business size standard of $36.5 Million. All interested parties must be verified in VETBIZ as an SDVOSB prior to submitting a bid. Please do not call or send questions to this notice as it is only a Pre-Solicitation Notice.
