Description
I. Description of Intent This notice is to gauge the availability of vendors that are capable and interested in meeting the Government's requirement for Repair Maintenance Actions (RMA) depot level services on approximately a dozen parts from the Air Force Medium Size Robots (AFMSR), F6A robots, F6A+ robots, Remote Ordnance Neutralization System (RONS) robots, and the FX robots. The Robot Logistic Support Center (RLSC) technicians currently repair all of the parts on the aforementioned robots, however, due to current lack of experience and absence of particular repair equipment there are approximately a dozen parts the RLSC technicians cannot currently repair in-house. II. General Information: Project Manager Force Projection Robot Logistic Support Center (FP-RLSC) is issuing a Sources Sought Notice as means of conducting market research only to identify parties having interest and resources to support this requirement. The information gained will be used for preliminary planning and to determine the availability of qualified contractors to see if any other means of procuring the Government's requirement for depot level repair services on AFMSR, F6A, F6A+, RONS, FX parts, which the Government cannot complete internally at this time by the RLSC technicians. The information received will be used by the Government to facilitate the decision-making process and will not be disclosed outside of the agency. Information received from respondents will aid in the decision of whether to issue a solicitation as a competitive set-aside for qualified Small Businesses, Vendors with GSA Schedules or whether to issue the requirement as unrestricted full and open competition. The Government assumes no financial responsibility for costs incurred with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results regarding the market research survey. If a solicitation is issued subsequent to this notice, it will be posted to FedBizOpps. This notice is to determine if there are any other sources outside of Remotec, the Original Equipment Manufacturer (OEM), for the depot repair of parts from the AFMSR, F6A, F6A+, RONS, FX robots. Remotec is the OEM of the aforementioned robots and parts, to include the drawings that they developed and they own the intellectual property. The Government did not fund any portion of the Technical Data Package (TDP); therefore, it only has limited rights to the technical data. Any ensuing contract would be a Firm-Fixed Price (FFP) senior technician labor category utilizing nominal components to perform the depot level repair on the identified part. The period of performance is anticipated to be five years from the date of award. The Government will coordinate with the contractor all RMA actions at least three business days in advance prior to shipping any part to the contractor for a potential RMA effort. The contractor shall ensure that all RMA actions comply in all respects with to the manufacturer's performance requirements for each part number. III. Submission Instructions: All responding to this notice shall provide specific information to include a summary of their company's capabilities. Information to be provided shall include a Capability Statement, which demonstrates the skills, experience, knowledge, and capabilities necessary to meet the Government's requirement for RMA depot level repair services of parts from the AFMSR, F6A+, F6A, RONS, FX robots. Statements should address the contractor ability to repair what the Government cannot complete internally by the RLSC technicians due to current lack of experience and particular repair of equipment. The contractor shall address how it plans to ensure the RMA level of repair services shall comply in all respects with the manufacturer's performance requirements for each robot part. The contractor response should list the firm's specific skills, experience, knowledge, and capabilities to complete these requirements, including, but not limited to a description of corporate experience with similar projects. Provide a table to list the equipment and experience you have available to perform any depot level repairs on any part of the aforementioned robots. 3. Does your company have experience as a prime contractor performing services of the same or similar type effort(s) (to include size and complexity) within the past five years? The Government may contact potential sources for additional information as required. 5. Interested parties are encouraged to be registered in the System for Award Management, www.sam.gov prior to responding to this Sources Sought Notice. 6.
