- AWS provides a highly-reliable, scalable, low-cost infrastructure platform in the cloud that offers NPS researchers the ability to stand up and take down IT infrastructure on demand. This reduces the necessity for researchers to expend the time and the resources required to sustain IT infrastructure that may only be needed for a limited period of time. AWS currently offers over 70 different services, including Amazon Elastic Compute Cloud (Amazon EC2), Amazon Simple Storage Service (Amazon S3) and Amazon Relational Database Service (Amazon RDS). Initially, NPS will offer limited Platform-as-a-Service and off-site storage through Amazon œEC2 and œS3 , respectively, to allow staff and research faculty to process and store controlled unclassified information including Privacy Act information, FOUO, or export controlled information. To meet current Naval Postgraduate School (NPS) research and operational network initiatives, NPS must continue to connect its high-speed networking infrastructure with its networking research institutions and partners through the non-profit Corporation for Education Network Initiatives in California (CENIC) and the California Research and Education Network (CalREN), NPS strategic research network provider. Through CENIC, the unique network provider that connects the top research universities locally and throughout the U.S. with unprecedented research capabilities and alliances amongst its members (including Caltech, Stanford, 9 UC campuses, the Pacific Rim, and the National Educational and Research Internet2 (I2) Membership), NPS connects to its CENIC Digital Commodity Network and CENIC High Performance Research Network Connections at 10 Gbps in order to collaborate with the other key CENIC/I2 universities and meet current NPS strategic plan research and teaching initiatives. There is no Internet Service Provider (ISP) that can connect NPS to its key educational research partners with fewer hops and lower latency, as well as meet performance standards locally, regionally, and nationally. This requirement is urgent due to the unexpectedly, high volume of end-user usage of AWS seen at NPS. This contract will allow the NPS mission to continue without a break in service. A break in service would leave NPS end users without access to data and applications that are essential to their research and education mission. NPS is currently working on a competitive follow-on contract that will allow for this expanded access to AWS to continue. The follow-on competitive contract is expected to be awarded no later than 09/30/17. Internet2 (I2) is a member-led advanced technology community founded by the nations leading higher education institutions in 1996. Internet2 provides a collaborative environment for U.S. research and education organizations to solve common technology challenges, and to develop innovative solutions in support of their educational, research, and community service missions. NPS, as a member of CENIC, I2, and InCommon (an Identity Management Federation operated by I2), can acquire Amazon Web Services (AWS) through the I2 NET+ Master Participation Agreement that has been vetted among the member institutions and that utilize InCommon. Services offered through the I2 NET+ agreement can be leveraged to collaborate with fellow partner universities around the country. No other consortia exist that offer these services among NPS academic partners. DLT Solutions, Inc. is the only value added reseller of AWS through the Internet2 NET+ Master Participation Agreement.
