- SOR Intent to Sole Source The 42d Contracting Squadron, Maxwell AFB, AL, is seeking sources that can provide a perpetual access license to the Foreign Broadcast Information Service (FBIS). The requirement is used as an open source intelligence online archive of transcripts from foreign broadcasts, news and information from media sources outside the United States, which is required to support the needs of the AUL/LTSA on Maxwell AFB, AL. All feedback and information received may be used to determine the appropriate acquisition strategy. The 42d Contracting Squadron, Maxwell AFB, AL, is seeking sources that can provide a perpetual access license to the Foreign Broadcast Information Service (FBIS). The requirement is used as an open source intelligence online archive of transcripts from foreign broadcasts, news and information from media sources outside the United States, which is required to support the needs of the AUL/LTSA on Maxwell AFB, AL. All feedback and information received may be used to determine the appropriate acquisition strategy. NOTES OF IMPORTANCE : •1. A solicitation does not exist for this requirement. This is only a sources sought synopsis, so please do not submit proposals. The Government does not intend to award a contract based on this sources sought. •2. If the Government decides to pursue a solicitation, portions of your responses to this sources sought may be incorporated into the final solicitation. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. •3. Respondents will not be reimbursed for any costs incurred in responding to this sources sought. Information submitted will not be returned to the respective respondents. •4. Oral submissions of information will not be considered in response to this sources sought. To assist the Government in developing a potential acquisition strategy, please provide the following information: •1. GENERAL INFORMATON: •a. Company name, address, point of contact, voice and fax telephone numbers and e-mail address. •b. Type of business, (i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc.), under North American Industry Classification System (NAICS) 519130, which contains a size standard of 1,000 employees. CAGE Code and DUNS Number. •c. Please provide rationale for your answer if different from NAICS 519130. •2. CAPABILITIES: The Government is seeking qualified, experienced sources interested in providing the items described in the table above. P lease address the following regarding your capabilities in meeting the requirements: •a. Is your company capable of meeting the requirements specified in the attached SOR to provide the perpetual access license for AUL/LTSA? Please respond "Yes or No." •3. Statement of Requirements Foreign Broadcast Information Service (FBIS) Database Subscription •1.0 SUMMARY OF REQUIREMENT. The Muir S. Fairchild Research Information Center has a requirement to purchase a perpetual access license to the Foreign Broadcast Information Service (FBIS), Daily Report from 1941-1996. FBIS is an open source intelligence online archive of transcripts from foreign broadcasts, news and information from media sources outside the United States. These resources are required to support the research needs of Air University students, faculty and staff. •2.0 DESCRIPTION OF ITEMS. The online database must meet the following minimum requirements: •2.1 Feature full-text transcripts of foreign broadcasts and news from Africa, Asia and the Pacific, China, Eastern and Western Europe, Latin America, the Middle East and the Soviet Union. •2.2 Provide a fully searchable digital collection of individual bibliographic records for each report and highlighted events to assist researchers •2.3 Provide full-text online access to English translated transcripts of foreign radio and television broadcasts, news agency transmissions, newspapers, periodicals, and government statements covering the years 1941-1996. •2.4 Provide unlimited online access for at least 5,000 full-time equivalent (FTE) Air University students faculty, and staff (including on-campus and distance learners) covering 1 Oct 2017 to 30 Sep 2018. •2.5 Provide Perpetual Access that will be accessed via an annual access fee. \
