- The Overseas Private Investment Corporation (OPIC) is issuing a Sources Sought as a means of conducting market research to determine the availability of potential qualified small business vendors with the technical capability to provide all management, supervision, administration, labor, facilities, materials, and transportation for visa, passport and courier services. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 492110. THERE IS NO SOLICITATION AT THIS TIME. This request for sources and vendor information does not constitute a request for proposal; submission of any information in response to this Sources Sought is purely voluntary; the Government assumes no financial responsibility for any costs incurred. REQUIRED CAPABILITIES - BELOW ARE DRAFT REQUIREMENTS UNTIL FINALIZED The Overseas Private Investment Corporation (OPIC) is the U.S. Government's development finance institution. It mobilizes private capital to help address critical development challenges and in doing so, advances U.S. foreign policy and national security priorities. Because OPIC works with the U.S. private sector, it helps U.S. businesses gain footholds in emerging markets, catalyzing revenues, jobs and growth opportunities both at home and abroad. OPIC achieves its mission by providing investors with financing, political risk insurance, and support for private equity investment funds, when commercial funding cannot be obtained elsewhere. Established as an agency of the U.S. Government in 1971, OPIC operates on a self-sustaining basis at no net cost to American taxpayers. 1. Embassy/Passport Office Standard Processing (round trip). Travel documents must be picked-up Monday-Friday between the hours of 7:30am - 5:00pm from OPIC unless otherwise specified and delivered to the appropriate embassy or passport office located within the Washington, DC Metropolitan area the next business day. The contractor is required to monitor the status of the completed travel documents from the embassy or passport office. Once the embassy or passport office processes the documents, the completed travel documents shall be picked-up by the contractor and delivered to OPIC the next business day. 2. Embassy/Passport Office Rush processing (round trip). Travel documents designated as "rush orders" must have expedited pick-up and delivery. Travel documents designated as rush orders must be picked-up at OPIC either the same day or next business day following placement of the order. The documents must be delivered to the applicable embassy or passport office on the same day as pick-up. Once the embassy or passport office processes the travel documents, the completed documents shall be picked-up at the applicable embassy or passport office and delivered to OPIC on the same day as pick-up. 3. One Way Pick-up and Delivery: The contractor must provide one way pick-up and delivery of OPIC travel documents. Travel documents shall be picked-up at OPIC and delivered to the appropriate embassy or passport office the next business day or completed travel documents shall be picked-up at the embassy or passport office and delivered to OPIC the next business day. 4. Travel Document pick-up with overnight express mail: The contractor must provide one way travel document pick-up and delivery to an embassy or passport office. The travel documents must be delivered to the appropriate embassy or passport office the next business day. Once the embassy or passport office processes the documents, the contractor must pick up the completed travel documents and overnight express mail the documents to the designated OPIC employee. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE (PAGE LIMIT: 2 PAGES) If your organization has the capability to perform, then please respond to this notice and provide written responses to the following information. Please do not include any proprietary or otherwise sensitive information in the response, and do not submit a proposal. Proposals submitted in response to this notice will not be considered. 1. Organization name with Point of Contact, address, email address, Web site address, telephone number, and DUNS number. 2. What size is your organization with respect to NAICS code identified in this notice? 3. Indicate if the service will be stand-alone and if associated with a larger travel management support contract. 4. State any relevant experience including list of government customers. All capability statements sent in response to this notice must be submitted electronically, via e-mail, to Emily McLaughlin, at Emily.McLaughlin@opic.gov, either MS Word or Adobe Portable Document Format (PDF), NO LATER THAN 9:30 AM EST on WEDNESDAY, JULY 12, 2017. THE SHORT TURN AROUND TIME IS DUE TO URGENCY SINCE OPIC DOES NOT CURRENTLY HAVE SUPPORT. AS A RESULT WE ARE ASKING FOR LIMITED RESPONSES TO ALLOW SMALL BUSINESSES TO RESPOND. 
