- Intent of Sole Source Award The Federal Emergency Management Agency/Environmental Planning and Historic Preservation Department (FEMA/EPD) intends to negotiate and award a contract on a sole source basis (IAW FAR 6.302) with the California State Historical Preservation Office (SHPO). As an entity of the FEMA, the mission of the EHP is to integrate the protection and enhancement of environmental, historic, and cultural resources into FEMA's mission, programs and activities. The EHP department ensures that FEMA's activities and programs related to disaster response and recovery, hazard mitigation, and emergency preparedness comply with federal environmental and historic preservation laws and executive orders; and provides environmental and historic preservation technical assistance to FEMA staff, local, State and Federal partners, and grantees and sub-grantees. The integrity of our natural and historic landscape is important to us all, and steps taken to strengthen or rebuild communities can have long-term environmental and cultural impacts. To ensure proper stewardship of historic properties and the environment, there are more than 30 Federal regulations, directives, and legal mandates-in addition to a number of State laws and codes-in place to protect these resources. FEMA's EHP experts provide specialized guidance and practical long-term planning assistance to communities across the county to ensure that proposed projects align with environmental planning and preservation requirements. It is FEMA's policy to act with care to ensure that its disaster response and recovery, mitigation and preparedness responsibilities are carried out in a manner that is consistent with all Federal environmental and historic preservation policies and laws. FEMA uses all practical means and measures to protect, restore and enhance the quality of the environment, to avoid or minimize adverse impacts to the environment, and to attain the objectives of: 1. Achieving use of the environment without degradation or undesirable and unintended consequences; 2. Preserving historic, cultural and natural aspects of national heritage and maintaining, wherever possible, an environment that supports diversity and variety of individual choice; 3. Achieving a balance between resource use and development within the sustained carrying capacity of the ecosystem involved; and 4. Enhancing the quality of renewable resources and working toward the maximum attainable recycling of consumable resources. Requirement: Compliance with Section 106 of the National Historic Preservation Act is a critical aspect of processing Public Assistance grants. Based on this, consultation with the CA SHPO is statutorily necessary as there is specific documentation and research requirements in order to have enough backup documentation to have a complete consultation package. One aspect of this is to do a search of the California Historic Resources Information System (CHRIS), which is a state repository for confidential information that is historic in nature. CRHIS is divided up into multiple centers across the state which are associated with different universities. FEMA needs to setup a central point of contact with SHPO in order to receive these CHRIS search requests. This notice is NOT a request for quotation (RFQ) for competitive quotes/proposals and no solicitation will be issued for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by the closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only organization known which can provide technically acceptable services is CA SHPO.
