1 SOURCES SOUGHT Solicitation VA69D-17-B-1367 STATEMENT OF WORK Project 676-16-108D Replace Building 15 Boilers Tomah VAMC, Tomah WI 54660 6/16/2017 Background: Existing boilers have deteriorated and reached the end of their useful life. This project seeks replacements to correct this deficiency. Magnitude of construction cost is between $50,000 and $100,000. Inspection of site of proposed work: Before submitting a proposal on the work specified herein, the bidder shall examine the site and familiarize themselves with all existing conditions and limitations. No extra compensation will be allowed because of the Contractor s misunderstanding as to the amount of work involved or because of his lack of knowledge of any existing conditions. Permission for inspection may be obtained from Contracting Officer s Representative (COR) Philip Andris at (608) 256-1901 x11164, or alternatively from Jeff McCoy (608-372-1753). Contractor shall contact COR prior to entry into the complex. Scope of Work: This construction project includes all labor, materials, equipment, tools, and supervision necessary for the construction of Project 676-16-108D Replace B15 Boilers as defined by the drawings and specifications. Major elements of this include: Replacement of building 15 boilers, including demo of existing components, replacing hot water pumps, replacing controls, exhaust stack modification, and new combustion air intake Time Requirements: Time requirement: Length of Construction 90 calendar days from signed Notice to Proceed. General Requirements: Construction requirements are defined in the drawings and specifications. The contractor shall provide all labor, materials, equipment, tools, and supervision necessary to complete this project in accordance with contract documents. Work includes, but is not limited to mechanical, controls and electrical. All work shall be done in accordance with attached drawings and specifications. Normal working hours are defined as 7:00 am 4:30 pm Monday-Friday, except federal holidays. Any work outside of normal working hours will be coordinated with the COR. Additional limits are listed on drawings. Contractor shall have site Superintendence represented during all requested off hour work schedules A project schedule will be submitted prior to beginning work. Submittals are required. All outages/shutdowns will occur outside of normal working hours unless specifically approved by the COR. All shutdowns must be coordinated with the COR two weeks in advance. All work will be completed to minimize downtime. Contractor shall be responsible for all temporary marking and construction and safety signage during the demolition and construction phases. Government personnel will be responsible for the moving of any Government equipment and materials in all affected areas. All phasing, scheduling and coordination of government property needing to be moved/removed or provided shall be done through the COR. Contractor shall take extra measures to ensure any significant amounts of dust and dirt generated from this project are contained within the immediate construction area. Any dirt and debris tracked outside of the immediate working areas will be the responsibility of the contractor for clean up if necessary. Any work being done shall be done in such a manner as to create a minimal amount of disruption to the ongoing work mission on the property and within the remainder of the complex. Construction will comply with the Pre-Construction Risk Assessment (PCRA) and Infection Control Risk Assessment (ICRA). Physical Security: Contractor Identification On the first day of work, the Contractor shall coordinate with COR/Resident Engineer to acquire the proper security badging. Identification badges shall be worn and visible on your person at all times while on campus. Contractor shall keep issued Identification badge on their person when leaving campus. There will be instances that the VA Police will be verifying ID s at the entrance to the campus and identification will be required. Please have ID s with you. When project is complete each person will be REQUIRED to turn their Identification Badges back into the Tomah VA Police. Contractor Access and Key Requests Contractor shall coordinate with COR/Resident Engineer to request any required keys needed to gain access into any required non-public spaces. Request shall be made via email to COR/Resident Engineer. COR/Resident Engineer will coordinate internal process with Contractor for issuance. Email requests for keys shall have the following information. Name of Contractor Name of Company that Contractor works for Type(s) of key(s) that is/are being requested Quantity of each key needed. This Sources Sought is NOT a request for proposals or submittals of any kind. The Department of Veterans Affairs plans to issue the official solicitation on or about July 31, 2017 with the bid opening in early September 2017. The Department of Veterans Affairs intends on processing this solicitation and all amendments via the Federal Business Opportunities website (www.fbo.gov). Vendors may search, monitor and retrieve opportunities for free; vendors may register as an Interested Vendor or select Watch Opportunity to be given notifications for any changes.
