- This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for a Full and Open Competition to procure the services of a contractor to support the work for the project entitled "Development of Next Generation Pavement Performance Measures and Asset Management Methodologies to Support MAP-21 Performance Management Objectives." As a result of this solicitation, the FHWA intends to award one contract. The anticipated period of performance will be 42 months. The primary objectives of this Contract are to: 1. Further develop, test and validate through pilot implementation the promising next generation pavement performance measures from Phase I findings; 2. Further develop, test and validate through pilot implementation the promising methodologies to enable full implementation of a comprehensive asset management plan, including trade-off analysis from a common ground among disparate assets that are traditionally individually assessed and managed from Phase I findings; and 3. Provide guidance related to the modifications needed to existing asset management systems so they can better support the use of a broad range of performance measures and dynamically conduct the cross-asset trade-off analysis for subsequent years to provide optimal solutions throughout the analysis period instead of making decisions for a snapshot in time. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
