Description
Justification for Other than Full and Open Competition (JOFOC) Sole Source Notice: Hydraulic Power Distribution Control System (HPDCS) to Upgrade the Currently Owned Structures Lab Servo- hydraulic Test Systems The Federal Highway Administration (FHWA), on behalf of Structures Laboratory of Turner Fairbank Highway Research Center (TFHRC), intends to negotiate on a sole source basis with MTS Systems of Eden Prairie, MN for Hydraulic power distribution and control System (HPDCS) to upgrade the currently FHWA owned servo-hydraulic test systems. The HPDCS upgrade consists of the following components: 1) 180-gpm hydraulic power unit (HPU), 2) Chiller, 3) digital servo-hydraulic control system, and 4) design and installation of hydraulic hardline distribution system for connecting the HPU to hydraulic actuators. Sole Source is determined based on the following: The new HPDCS will be operating with the currently owned servo-hydraulic test systems consisting of actuators, load frames, hydraulic power manifolds, high power units, and software. These current systems are all MTS products. Thus, it is essential that the new HPDCS and current systems work properly together without modification. By maintaining compatibility between the new and existing MTS equipment, Structures Laboratory of TFHRC can create test systems ranging in complexity from a single actuator applying a static load to multi-actuator rigs with time-history programmed loads plus several tests running at the same time. A search of the market for HPDCS did not find competitors whose products are compatible with the current MTS servo-hydraulic test system. Only by continuing to use MTS HPDCS that work with the existing MTS equipment will operation be possible and efficiently maintained. Therefore, MTS is the only known vendor that can provide the required equipment. THIS IS NOT A REQUEST FOR A COMPETITIVE PROPOSAL. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least five (5) days after the initial publication of this posting, the contract will be awarded without further notice.
