AMENDED PRE-SOLICITATION NOTICE: Reclamation's Great Plains Regional Office intends to solicit an Invitation for Bids for structural safety modifications at the Snake Creek Pumping Plant No. 1, which is located approximately 6 miles northwest of Coleharbor, North Dakota, in McLean County. The principal components of work for this project are located in the following areas: Visitor Gallery, Observation Room Ceiling, Discharge Pipe Platforms, and the Gate Hoist Platforms. The Principle Components of Work include the following: Removal and relocating of existing features, furnishing and installing metalwork and oil reservoir stand, and fall restraint system. Some of the principle work includes removal and disposal of ceiling tiles containing asbestos. In accordance with Part 14 of the Federal Acquisition Regulation, the Bureau of Reclamation intends to issue a solicitation on or around July 24, 2017. An organized site visit is tentatively scheduled on or around August 10, 2017. The bid opening will be scheduled approximately 30 days from the date the solicitation is actually issued. Bids will be received at the Bureau of Reclamation's Great Plains Regional Office, 2021 4th Avenue North, Billings, Montana. The estimated price range for this acquisition is between $500,000 and $1,000,000. Reclamation anticipates the set-aside for this acquisition to be Total Small Business. The applicable North American Industry Classification System (NAICS) code is 236210 Industrial Building Construction, which has an associated Small Business Size of $36.5 million. Solicitation No. R17PS01153 will be available for viewing through electronic commerce via https://www.fbo.gov and https://www.fedconnect.net. The period of performance is anticipated to be 180 calendar days or less. The contractor who receives the award is required to commence work within 10 days of receiving the Notice to Proceed. The period of performance is inclusive of receipt and acceptance of submittals by the Bureau of Reclamation, as well as final cleanup. Contractors may obtain information on registration and annual confirmation requirements at the SAM website at www.SAM.GOV or by calling 1-866-606-8220. IPP: Payment requests for the anticipated contract are required to be submitted electronically through the U.S. Department of Treasury ¿s Invoice Processing Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail ippgroup@bos.frb.org or phone (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP, for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its bid.
