- Replace Transformer and UPS Upgrade Building 100. Contractor shall provide construction services to include all labor, management, supervision, tools, materials, equipment, and transportation to replace transformer and upgrade UPS at DLA Defense Distribution Depot San Joaquin in accordance with Scope of Works (SOWs), plans and specifications. The following summary of work is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of work. It is expected that the contractor will visit the site of work and thoroughly familiarize himself with the conditions existing there. Failure on the part of the contractor to acquaint himself with the site conditions will not be sufficient reason for any increase in contract price. The scope of work includes but is not limited to the following: Transformer replacement •1. Remove Transformer (Mechanical - W/8A) located south of building 100. •2. Existing Transformer specifications: 750 KVA, 12470/480V, 3 phase, ABB style FL5E773VNT, serial number 90J689104. Existing transformer shall be removed off site and disposed as per applicable environmental codes and comply with depot environmental section requirements. •3. Before removing transformer, remove existing 480V, 400A, 3P circuit breaker (Westinghouse Catalog # LA3400F) in the above mentioned existing transformer cabinet. Handover this circuit breaker to depot maintenance department (CGA). Remove cable splice and remove circuit breaker line side 3- 350 KCMIL cables (about 6 ft.). Remove circuit breaker load side 3- 350 KCMIL and 1-350KCMIL cable (about 65 ft.) feeding panel MDPN located in mechanical room in building 100. After removal of cables and re-splicing existing cables there should be only one circuit going from pull box below existing transformer to panel NDP. •4. Install 225A, 600V, 3P circuit breaker (Schneider Electric or equal) in panel MDPC and connect the new feed to panel MDPN. Refer to drawing E 10.5 for panel location. •5. Install new 4-350 KCMIL, 600Vcables (Okonite or equal) and 1-3 inch RGS conduit from panel MDPC to MDPN located in mechanical room in building 100 (about 25'). Refer drawing E 10.5 for panel location. •6. Remove above ground one 3-inch conduit (about 3 ft.) feeding panel MDPN. Cap underground conduit and install knockout in panel MDPN. Refer drawing E 10.5 for panel location. •7. Install GI sheet to cover and bolt the old transformer opening in the transformer junction box with the steel sheet of same thickness as of existing manhole. Remove rust/oil/stain from the entire junction box (inside- out) and paint it to match the existing color and quality. •8. Install new transformer pad at the location shown in the drawing E 10.4. Transformer pad shall be built as per drawing E 6.1 detail XDE and drawing E 6.2 detail XPAD. Contractor shall verify all conduits stub out details to ensure that they match with the government- supplied transformer. •9. Install government supplied transformer; 750KVA, 12470/480V 3 phase, Howard Industries, serial number 9189490017067. •10. Install one underground conduit 4" PVC schedule 40 enclosed in concrete from pole # W/8 to new transformer pad as shown in drawing E 10.4 detail A. Conduit duct bank details are shown in drawing E 6.3 detail CTE. All trenches shall be backfilled with 95% compaction. •11. Remove existing 3#2 15KV, 1#6 GND cable from existing pull box # 2 to pole W/8 up to 12 KV line as per drawing E 10.2. Cap this conduit at both ends. Use existing pole riser and install new 3#2 15KV, 1#6 GND (Okonite or approved equal) from 12 KV line to new transformer through new 4" conduit in concrete as per drawing E 10.4. Existing pole and riser details are shown in drawing E 5.4 detail RF/E5.4. •12. Intercept two 6" conduits and install new concrete pull box 3 ft. x 3 ft. at the location shown in the drawing E 10.4 detail A, Christy or approved equal. Pull box shall be heavy-duty traffic rated. Pull box location shown in the drawing is approximate. Contractor shall provide professional underground utility identification services to verify location of existing conduits and get government approval before installing pull box. •13. Identify conduit carrying cable feeding power from old transformer pull box to ATS#2. Intercept this conduit and remove these cables from old transformer pull box to ATS#2. Do not intercept conduit feeding power from ATS#2 to old transformer pull box. •14. Install one 6 inch PVC schedule 40 underground conduit from new transformer pad to new pull box as per details shown in drawing E 10.4 detail A and E 6.3 detail CT. All trenches shall be backfilled with 95% compaction. •15. Install 6-750KCMIL, 2-500KCMIL, 600V THHN (Okonite or approved equal) and 1- 2/0 GND from new transformer to ATS#2 through new pull box. •16. Remove and dispose old transformer from government premises as per all applicable environmental regulations. Coordinate with depot environmental section and get approval prior to shipping the old transformer from Tracy Defense Depot. UPS upgrade •1. Install government supplied UPS so that it operated in parallel to existing UPS located in UPS room building 100. Existing UPS is 225 KVA, 480 V, three phase, GE serial no. P2300-460-B126A. New government supplied USP is 225 KVA, 480 V, three phase, GE serial no. P2300-4710-B131A. •2. Supply and install eighty new batteries (UPS12-400 MR, 12V, 102 AH(20 hr. rate to 1.75 VPC @ 77F), 500WPC (15 minute rate to 1.67 VPC @ 77F) Float charge 13.5 to 13.8 VDC @ 77F, IEC rating 92.5 AH (10hr rate to 1.8 VPC @ 20C), C&D Technologies or approved equal) in government supplied battery racks. Supply and install battery connectors and cables required to install batteries in battery racks. •3. Supply and install 3"C EMT, 2#500 KCMIL, 600V THHN from battery rack to government supplied UPS. •4. Supply and install ¾"C, EMT from battery rack to government supplied UPS (referred to as new UPS). Install control wire as per GE UPS manufacturer recommendations. •5. Supply and install one 350AT/400AF, 480V, three phase molded case circuit breaker (Schneider Electric or approved equal) in existing UPS OSB output switchboard.Install 4 # 350 KCMIL, 1#4 GRD, 600V THHN from circuit breaker installed above to existing 350AT/400F circuit breaker in UPS ISB input switchboard through existing gutter. This is a temporary cable connection and shall be removed after completion of UPS installation. Ensure phase-to-phase match. •6. Close both the circuit breakers installed above. •7. Disconnect existing UPS and existing MBP maintenance by pass panel and existing battery cabinet. Follow procedure recommended by GE UPS manufacturer. •8. Remove existing cables connecting (i) exiting UPS and existing MBP (ii) existing MBP and existing ISB (iii) existing MBP and existing OSB. •9. Remove existing MBP and install new MBP (General Electric RPAP-PC, part no. PH021317-01SP) at the same location as per drawing E 5.1 •10. Supply and install one 800AF/700AT, 480V, three phase molded case circuit breaker in NEMA 12 enclosure at the location shown in drawing E 5.1 •11. Supply and install two sets of 4#350 KCMIL, 600V THHN and 1#4 GRD from existing ISB to new 800AF/700AT circuit breaker and continuing to new MBP. Use existing gutter for cable installation. •12. Install government supplied UPS at the location shown in drawing E 5.1 •13. Supply and install two sets of 4#350KCMIL, 600V THHN, 1#4 GRD from new MBP to existing OSB •14. Supply and install ¾"C, EMT from new and existing UPS to new MBP. •15. Supply and install control wires from new MBP to both UPS as per GE UPS manufacturer recommendations to interface both CIC, SKRU and RPAP circuit breakers auxiliary contacts. •16. Supply and install RPA cards in both UPS, and ¾"C, EMT to connect both UPS units, and control cable as per GE UPS manufacturer recommendations. •17. Supply and install one 350AT/400AF and one 400AT/400AF 480V, three phase molded case circuit breakers (Schneider Electric or approved equal) in existing UPS ISB input switchboard. •18. Supply and install 2- 3"C, EMT each with 4#350KCMIL, 600V THHN, 1#4 GRD from existing ISB to new UPS. •19. Supply and install 3"C, EMT, 4#350 KCMIL, 600V THHN, 1#4 GRD from new UPS to new MBP. •20. Supply and install 3"C, EMT, 4#350 KCMIL, 600V THHN, 1#4 GRD from existing UPS to new existing MBP. Use existing 3" conduit if possible. •21. Supply and install ¾" C EMT from new UPS to remote sensing junction box located in UPS room. Install wires as per GE recommendations from new UPS to remote sensing panel located in computer room building 100. •22. Provide GE UPS Level 1 startup service to ensure parallel operation of both the UPS. •23. Supply and install following maintenance parts for both UPS as per GE manufacturer recommendations. •24. All UPS wire connection work shall be done by a GE certified technician. All work shall be performed complete and in accordance with the specifications, drawings and solicitation requirements. Period of Performance: Transformer Portion: Contractor shall commence work upon receipt of the Notice to Proceed (NTP) and complete the entire work ready for use within 90 calendar days from receipt of the NTP. UPS Portion: Contractor shall commence work upon receipt of the Notice to Proceed (NTP) and complete the entire work ready for use within 120 calendar days from receipt of the NTP. The work to be performed shall be during the regular working hours. Contractor's working hours, which do not require a power outage, will coincide with working hours of DDJC, a normal five (5) day, forty (40) hour week, Monday through Friday, from 7:00 A.M. to 3:30 P.M., except Federal holidays. Federal holidays are those days officially observed by the Federal Government. Saturday holidays are observed on the preceding Friday and Sunday holidays the following Monday. New Year's Day, Martin Luther King Day, President's Day, Memorial Day, July Fourth, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and any other day as may be declared by the President to be a Federal holiday. Any power outages shall be scheduled 72 hours in advance. Any work requiring power outage shall be performed on Sunday 0700 to 1630. Any work to be performed on holidays will require a minimum of two weeks' notice. This acquisition is set-aside 100% for Small Business concerns. The NAICS Code for this procurement is 238210. The small business size standard is $15,000,000. The magnitude of this construction effort is between $250,000.00 and $500,000.00. The tentative timeframe for issuance of Invitation for Bid (IFB) SP3300-17-B-0011 for the above stated requirement is on or around July 25, 2017. A pre-proposal/site visit will be conducted. The exact date and time for the pre-proposal/site visit will be stated in the solicitation package. The solicitation will also establish the bid opening date and time. Access to the solicitation package to include the specifications and drawings will only be made available to prospective offerors via the Federal Business Opportunities (FedBizOpps) website at http: www.fbo.gov. All questions should be submitted in writing via email to the above. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the IFB. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the bid opening date. Failure to acknowledge amendments may render your bid ineligible for award. All offerors MUST be registered in the System for Award Management (SAM) Database at http://www.sam.gov or an award cannot be processed. The solicitation will identify all information that the prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the bid being eliminated from consideration for award. All responsible small business concerns may submit a bid which shall be considered by this agency. The Government intends to award one contract as a result of this IFB. Award will be made to the lowest responsive, responsible bidder. An offeror must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award.
