- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Neustar, Inc., using the procedures in FAR Part 13, to provide Webmetrix software for external Web monitoring, Enterprise Band 9-2.5M Units for the period of twelve (12) months. The statutory authority for other than full and open competition is FAR 13.106-1(b), only one responsible source. NCEP requires the purchase of Webmetrix by Neustar for external web monitoring for a period of one year. Webmetrix will support the infrastructure of the Integrated Dissemination Program (IDP), ensure a re-architected National Weather Service Telecommunications Gateway (NWSTG) with 100% geographical diverse backup, and assist in the preparation of increases in satellite, model, and radar data. In addition, Neustar provides uptime statistics for all IDP sites from many different areas on a global scale, which helps this office troubleshoot regional issues. Neustar also gathers statistics for downloading files and websites, then reports back the speed. Neustar's software is currently utilized by National Centers for Environmental Protection (NCEP) Central Operations, shared Infrastructure Services Branch (SISB) in monitoring NOAA Center for Weather and Climate Prediction's (NCWCP) network and communication utilization. This software is proprietary to Neustar. Neustar's software aligns with the SISB's current platform and system and its use has been instrumental in managing NCWCP's Data Center network and communication bandwidths. Neustar ensures continuity, accuracy and consistency in the analysis of data. This software is pertinent in achieving NCEP's mission of delivering national and global weather, water, climate and space weather guidance, forecasts, warning, and analyses. Changing this monitoring tool would cause a disruption in service, prohibiting NCEP from supporting the infrastructure of IDP in College Park, Maryland, Boulder, Colorado, and related sites. Neustar is the exclusive manufacturer, developer and distributor for the web monitoring software, Webmetrix. Neustar has provided written documentation certifying that the business is the sole source supplier for the software products and does not utilize any third party distributors, resellers, or agents. Neustar Webmetrix is compatible with SISB's current platform and transitioning to a different software would create an additional cost for the government and disrupt the entire IDP infrastructure in NWS sites across the United States. Furthermore, other software web monitoring tools do not provide the necessary monitoring options to manage NCWCP's Data Center network and communication bandwidths and aren't compatible with SISB's current platform. The North American Industry Classification Code (NAICS) for this acquisition is 511210 with a business size standard of $38.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00AM Eastern, July 14, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
