Description
NOAA's Acquisition & Grants Office, SIAD Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with University of Wisconsin Systems to renew McIDAS yearly software maintenance. McIDAS (Man computer Interactive Data Access System) is a software package that is used with geophysical data, such as satellite and radar imagery, in-situ observational reports, and gridded numerical forecasts. Other functions include acquiring, displaying (static and time-lapse), analyzing, interpreting, and managing the data. Designed to handle large amounts of data in a convenient manner, the McIDAS packages are a vast resource of image-processing and applications programs and subroutines. Many scientific programs within STAR, and elsewhere in NOAA, currently use McIDAS on a daily bases for their scientific data analysis. It is a very capable and relatively economical system, and it would cost hundreds of thousands of dollars and man-hours to migrate to a different system, if one was even available which could do all that McIDAS can. This software and data is proprietary and is only available from the Space Science and Engineering Center (SSEC) at the University of Wisconsin. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
