- 1 The Gulf Coast Veterans Health Care System (GCVHCS), Network Contracting Office (NCO) 16, Biloxi, MS, is issuing a combined synopsis / solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice in conjunction with procedures in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. The solicitation number VA256-17-Q-1045 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective January 1, 2017. The NAICS code is 236118 and the size standard is $36.5 million. This requirement is for Service Disabled Veteran Owned Small Business (SDVOSB) only and will be firm-fixed-price. The closing date for this notice is 2:00 PM CST July 14, 2017. The requirement is for the following: The Gulf Coast Veterans Health Care System (GCVHCS) is seeking Service Disabled Veteran Owned Small Businesses; however, offers will be accepted from Veteran Owned Small Businesses (VOSBs), and all other small businesses for market research purposes, capable of providing services for one Air Handling Unit (AHU-3) located at the Joint Ambulatory Care Center (JACC) in Pensacola, FL. The GCVHCS is looking to award a one-time firm-fixed contract for the period of performance beginning from date of award until completion of services. The contractor shall furnish all labor, tools, materials, equipment, subcontractors, etc., necessary to provide the repair of the AHU-3. (see Scope of Work below for detailed information). To be eligible for award of a contract, vendor must be actively registered in the SAM database (https://www.sam.gov). Vendor is also required to complete representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications - - Commercial Items. Responses submitted as SDVOSB or VOSB must show clear and convincing evidence that your company has the capabilities and qualifications to provide this service to be considered as a source. SDVOSB and VOSB shall also show evidence that they will perform 51% of the work. All parties are asked to identify any subcontractors that shall also be utilized. SDVOSB or VOSB must also be verified with the seal in VetBiz to be considered as a source. Same for/with subcontractor. NO TELEPHONE REQUESTS OR INQUIRIES WILL BE ACCEPTED. Submissions must be received by 2:00 PM CST on July 14, 2017. REPAIR AHU-3 INTERIOR WALL FAN SECTION JOINT AMBULATORY CARE CENTER (JACC) GULF COAST VETERANS HEALTH CARE SYSTEM SCOPE OF WORK The Air Handling Unit 3 at the Pensacola, Joint Ambulatory Care Center, 790 Veterans Way, Pensacola, FL, 32507, is need of major repairs to the interior wall and motor housing section. The original DDC controls system may have initially cause the walls to become weak. The sequence of ramping up the HVAC system has since been adjusted by our current contractor. The interior walls have become weakened over time/age. This system requires a rebuild of the interior wall, and fan section. The existing AHU system provides heating and cooling to the JACC, second floor west side (Administrative Management, Clinic Modules C & D, and Outpatient Behavioral Health). Work required will be to repair the interior wall, shifted motor housing frame. Furnish all labor, tools, materials, equipment, subcontractors, etc., necessary for the repair of the JACC, AHU-3. All work shall be completed in accordance with (IAW) this Scope of work. All work is to be completed within thirty (30) calendar days after Notice to Proceed is received. Work will involve the following: Furnish and replace the existing AHU-3 internal wall between the cooling coil section and fan section with new OEM manufacture s wall section. Work includes caulking and properly sealing the new wall section. Replace AHU-3 supply fan housing mounting component, including springs and the mounting platform. Work includes a day and time selected by the owner. Unit will be shut down and work shall be performed concurrently until all new components are properly mounted and wall sealed. All work will be performed after normal working hours, which are Monday through Friday, 08:00 a.m. to 16:30 p.m. Lock out tag out. Testing. SAFETY CONSIDERATIONS: Contractor s workmen shall follow all safety requirements in accordance with OSHA regulations and EM 385, the Army Corps of Engineer Safety Manual, during all phases of work. Work will be allowed to be performed after during the normal operating hours of 8:00 a.m. to 4:30 p.m., weekdays, exclusive of federal holidays. Contractor shall perform a site survey with VA Engineer prior to commencement of work. A Pre-Construction conference shall be held with all applicable personnel prior to commencement of work, and a joint site survey shall be completed. Fire Protection work will involve covering existing detection devices to protect against dust and accidental activation.
