Description
This project is for the relocation of Runway 05 Glide Slope (GS) antenna and support infrastructure and a Localizer (LOC) antenna at Shenandoah Valley Regional Airport, Staunton, Virginia. The contractor shall provide all labor, supervision, materials, and equipment to perform the project in accordance with the contract clauses, drawings, and specifications. SCOPE - The existing Runway 05 GS antenna tower, power utility meter, and equipment shelter are within the Runway Safety Area (RSA) (the RSA extends 250 feet from runway centerline). Congress mandated that the Federal Aviation Administration (FAA) clear all RSAs of non-fixed-by-function FAA owned NAVAID facilities. The GS and support infrastructure fall into that category. The new antenna tower will be located 15 feet farther away from the runway centerline to 265 feet right of centerline on approach. New concrete foundations will be installed for the antenna tower and the equipment shelter. The antenna tower foundation is 9 FT x 9 FT x 6 FT deep and the equipment shelter foundation consists of twelve (12) 18 x 48 sonotubes. The new GS antennas and tower will be erected on the new foundation. The existing equipment shelter will be relocated to the new foundation location. The existing power meter will also be moved outside the RSA. The grounding counterpoise and associated shelter grounding will be installed around the antenna tower and equipment shelter, bringing it up to current standards. Hard pack gravel will be installed around the perimeter of the GS tower and shelter and all other disturbed areas will be graded, loamed and seeded. The existing Runway 05 Localizer(LOC) is within the RSA as well (The RSA extends 1000 past the threshold). The LOC will be shifted back 7 to STA10+04. The new location of the LOC will make use of the existing LOC foundation to support the front legs of the antenna. Eight(8) new 18 x 48 sonotubes will be installed to support the rear legs of the antenna. New handholes will be installed behind the new location. A new conduit run will be trenched between the LOC Shelter and antenna. The general scope of work is outlined below, but is not limited to the following activities: 1. Survey layout and site preparation. 2. Electrical and equipment grounding. 3. Antenna and shelter foundation installation. 4. Existing GS and LOC antenna and shelter foundation demolition. 5. Use of crane to move existing shelter to new location. 6. Associated site work and clean-up. 7. Contractor Acceptance Inspection (CAI) and system acceptance. The performance time is 60 calendar days. Anticipated start date of project is August 28, 2017. The estimated price range for this procurement is between $250,000 and $500,000. INTERESTED FIRMS MUST HAVE SUCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT.
