- SOURCES SOUGHT ANNOUNCEMENT: The Department of Veterans Affairs (VA) Office of Labor Management Relations (LMR) is conducting a market survey to identify potential Service Disabled Veteran Small Business (SDVOSB) sources to provide professional development training. The training is intended to assist LMR in renegotiating national level union contracts and will entail face-to-face consultation, detailed legal analysis, government-wide review to determine compliance and consistency, mission critical insight, and strategic knowledge in negotiation skills, negotiating collective bargaining agreements in the Federal sector, and compliance with Federal sector case law. The North American Industry Classification System Code (NAICS) 611710 Educational Support Services is applicable to this requirement. The small business size standard is $15 million. Capabilities Statement and Documentation: Firms/Companies are invited to provide their capabilities, experience, and knowledge and training in the provision of the following: Establish understanding of laws and government wide regulations, which includes, but is not limited to the Federal Service Labor-Management Relations Statute and Federal law unique to the Department of Veteran Affairs; Direct working knowledge of the Federal Labor Relations Authority (FLRA), including case law; Direct working knowledge of Federal Services Impasses Panel, including the ability to develop legal arguments for sustaining proposals prepared during the bargaining process; Develop staff familiarity with collective bargaining agreements of other federal agencies as well as the bargaining history of such agreements; and Experience in providing training and creating training materials. In addition to a Capability Statement which provides the above, submissions can include specifications, brochures, and manuals as attachments.
