Description
DRAFT PWS for the Air Force Recruiting Service (AFRS) Geo-Mapping Application and maintenance services. THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE CONTRACT TO WORLDVIEW SOLUTIONS TO PROVIDE CONTINUED ACCESS TO, AND MAINTENANCE OF, THE AIR FORCE RECRUITING SERVICE (AFRS) GEO-MAPPING APPLICATION. The Air Force Installation Contracting Agency (AFICA) - 338 SCONS, JBSA Randolph, Texas 78150-4302, announces the intent to award a firm-fixed price contract on a sole source basis to WorldView Solutions, Inc., 101 South 15th Street STE 104, Richmond, VA 23219-4263, under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will be for one (1) base year and four (4) option years. The anticipated award to WorldView Solutions is for the continued access to and hosting of the Air Force Recruiting Service (AFRS) Geo-Mapping Application, as well as its administration and support. The application graphically depicts recruiting zones, office locations, population demographics, college and high school locations and demographics, geographical boundaries, AFRS unit locations and boundaries, AFRS yearly accession data by program, Department of Defense locations, and U.S. census bureau statistics. Air Force wide, the AFRS mapping application is being used in AFRS's on-going effort to reorganize recruiting boundaries for the field. In accordance with the FY17 National Defense Authorization Act, the Air Force has emphasized adding 4,000 new airmen, boosting the Air Force's end-strength for active duty. To accomplish the Air Force's plan, AFRS decision makers will rely heavily on the current mapping application to assist with planning of 3 new recruiting squadrons and 500 new recruiters. The contractor will continue to host and provide access to the AFRS Geo-Mapping Application, as well as monitor and update over 41,000 zip codes and associated data that defines recruiting zones. The contractor will provide helpdesk support to include identifying, escalating, resolving, and tracking problems; adding or deleting user accounts; maintaining passwords and access rights; creating, allocating, monitoring, and restoring data files and space; formatting and updating content information; providing system administration, training, technical support, security, and administrative control for all operational systems; and other items and non-personal services necessary to provide and sustain the AFRS Geo-Mapping Application. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Responses submitted in response to this notice shall include the following: a. Description of how the interested party plans to provide hosting of, access to, and personnel trained and proficient in programming, maintenance, and sustainment services of the AFRS Geo-Mapping Application. b. Your business size status (i.e. 8(a) Business Development Small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman-Owned Small Business (WOSB), or Service Disabled Veteran-Owned Small Business (SDCOSB), Small Business, Large Business, etc.) To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer not later than 2:00 PM (Central Standard Time) on July 21, 2017. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
