Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number "FA3099-17-Q-0012, B77 Demo" is hereby issued as a Request for Proposal (RFP) using FAR Subpart 13.1 Simplified Acquisition Procedures. The award shall be made under North American Industry Classification System code 238910 with a small business size standard of $15M. This acquisition is unrestricted and is hereby solicited as full and open competition. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19 January 2017, the Defense Federal Acquisition Regulation Supplement (DFARS) Change Notice 20161222 effective 22 December 2016, and the Air Force Federal Acquisition Regulation Supplement (AFFARS) Acquisition Circular 2017-0127 effective 27 January, 2017. CLIN 0001: Demolition of 5,600sq building / Approximate10,000 sf of walls total. Removal / Disposal of frame, sheetrock, carpet, etc. to landfill. All wood/metal doors and frames will remain in Building 77 for CE (Akima) to use later. Remove all the debris on a daily basis so that it should not pose safety hazard to the workers or employees work area. Restrict the demolition working hours from 0730 - 1630 hrs daily Monday to Friday. No work shall be carried out on Saturday and Sundays. Request work be done 14 days from start date. All work should be conformed to OSHA safety standards along with commercial standards. Explain process of how you plan to perform these duties demolishing building and removing debris and with what equipment. ** All Electrical and AC disconnected from PDF line building already approved by 47th Contractor Akima before demolition / disposal of buildings. Total Price: $ _ It is the responsibility of the offeror to be familiar with the applicable clauses and provisions. Clauses and provisions may be accessed via the Internet at website http://farsite.hill.af.mil. The provision FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2015) and the applicable addendum apply to this acquisition. The addendum references FAR 52.212-1(b)(8) and is hereby tailored as follows: FAR 52.212-1 Addendum SUBMISSION OF COMPLETE QUOTES: All quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Failure to furnish a complete quote, at the time of quote submission, may result in the quote being unacceptable to the Government and eliminated from consideration for award. A complete quote must include the following: • Clause 52.212-3 Alt I - Offeror Representations and Certifications - Commercial Items (Mar 2016) • Clause 52.219-28 - Post-Award Small Business Program Representation (Jul 2013) • Clause 52.222-22 - Previous Contracts and Compliance Reports (Feb 1999) • Clause 52.222-25 - Affirmative Action Compliance (Apr 1984) • Provision 252.225-7000 - Buy American-Balance of Payments Program (Nov 2014) FAR 52.212-2 Evaluation - Commercial Items (Oct 2014) is applicable to this acquisition and the evaluation criteria stated in paragraph (a) of the provision shall be tailored as follows: award will be made to the lowest priced, technically acceptable offer. Paragraph (b) is hereby not applicable to this acquisition. Offerors shall include with their offer a completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Mar 2016) and Alt I (Mar 2016). An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision. FAR 52.212-4 Contract Terms and Conditions - Commercial Items (May 2015) applies to this acquisition. The applicable addendum referencing FAR 52.212-4(c) is hereby tailored as follows: FAR 52.212-4(c) Addendum Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties. Administrative changes such as paying office, appropriation data, typographical errors, etc., may be changed unilaterally by the Government.
