This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. The United States Coast Guard (USCG) Aviation Logistics Center is conducting market research to seek qualified contractors with the facilities, skills, knowledge and resources required to evaluate and repair MH-65 Helicopter Heat Exchangers listed below IAW the OEM minimum functional performance specifications that would be provided if the USCG proceeded with a contract/purchase order action. HEAT EXCHANGERS P/N: 60897-001 NSN: 1660-01-HS2-2395 Cage Code: 12536 The Original Equipment Manufacturer (OEM) for the Heat Exchanger is Ametek Thermal Systems (Cage Code 12536). Concerns having the expertise and required capabilities to provide these repairs are invited to respond to this Sources Sought notice. All data for the Evaluation and Repair is proprietary to the OEM. The USCG does not own, nor can it provide specifications, plans, drawings or other technical data. Responses to this notice should include company name, address, telephone number, and point of contact (POC). Responses should include approximate lead-time for evaluation and repairs. Please provide the details and terms of any standard warranty included with the product. Please respond to the following questions: (1) Is your company approved by the OEM to provide the required Evaluation and Repair? If yes, state what proof you can provide. (2) Will the work under this purchase order be performed at your company’s facility? (3) Is your business able to provide all necessary parts, materials, labor, tooling, test equipment and facilities to evaluate and repair these Heat Exchangers? (4) Does your business have access to required OEM Component Maintenance Manuals (CMMs), repair specifications and/or test/acceptance criteria and any other required data to ensure all components are tested and repaired IAW the OEM’s current specifications and procedures? (5) Does your business certify and maintain a quality system that complies with the requirements of ISO 9001 Quality Management Systems – Requirements, AS9110, or equivalent? (6) Is your business records of conformance maintained on file at your company’s facility and made available or provided for review by the Government upon request? (7) Is your business a large or small business and how many employees? (8) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (9) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (10) Is your firm a certified hub zone firm? (11) Is your firm a woman-owned or operated business? (12) Is your firm a certified Service-Disabled Veteran-Owned? (13) Is your service listed on the U.S. General Services Administration schedule? After the review of the responses to this sources sought notice, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity (FBO) website. Responses to this sources sought notice are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought notice. Responses to this sources sought notice are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
