Description
SOURCES SOUGHT This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NACIS 811310. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. DRAFT STATEMENT OF WORK (SOW) BACKGROUND: Two segments of 5 NPS carbon steel piping partially failed on the Victaulic joints, this failure is causing water leaks and threating for a full failure which could have caused severe damage to the boiler plant. SCOPE OF WORK: The contractor shall remove existing pipe segments and elbow fittings affected, and replace with new carbon steel piping with buttweld long radius elbows. The contractor shall install new insulation to all the piping affected and provide new or modify existing pipe hangers to fit new piping installation. The contractor shall provide a scaffold or lift to access higher segment of piping. REQUIREMENTS All work and materials shall comply with VA Standards and Specifications. WARRANTIES The contractor shall provide a one year warranty from the date of project completion as formally determined by the government. PROPOSED SCHEDULE: The contractor shall plan as necessary to ensure all parts and equipment are readily available before work is scheduled. WORK LOCATION AND RESTRICTIONS: The work site location is at the Michael E. DeBakey VA Medical Center in Houston, TX. The contract work is intended to be done at the Building 103 Boiler Plant. All work shall be done only during normal business hours. When the contractor s work interferes with hospital functions, such as when work produces excessive noise, odors, dust, utility service interruptions, or other interferences with normal hospital operations that cannot be contained within the area of work, the contractor shall schedule said work at other than normal hours and as directed by the Project Manager. DEBRIS REMOVAL The contractor shall remove waste materials and debris daily from the campus. All waste material and debris shall be removed off the site by the contractor and shall be disposed of in accordance with applicable State and Federal regulations. All recyclable materials shall be recycled and weight tickets provided to the Project Manager (i.e. piping, cooling tower steel, etc.) MATERIAL: Piping: Steel, ASTM A53, Grade B, Seamless Pipe Fittings: Butt welding fittings: ASME B16.9 with same wall thickness as connecting piping. Elbows shall be long radius type, unless otherwise noted. Insulation: ASTM C612 (Board, Block), Class 1 or 2, density 48 kg/m3 (3 pcf), k = 0.037 (0.26) at 24 degrees C (75 degrees F), external insulation for temperatures up to 204 degrees C (400 degrees F) with metal facing to match existing. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, business size, DUNS and GSA contract (if any) pursuant to the NAICS code 811310. Responses to this notice shall be e-mailed to Darnell.Rias@va.gov. Telephone responses will not be accepted. Responses shall be received in writing no later than Friday, July 14, 2017 at 10a.m. CST. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
