Description
The John A. Volpe National Transportation Systems Center (Volpe Center) in support of the Federal Highway Administration (FHWA), Cambridge, MA, is seeking expertise to produce a comprehensive report that accurately documents and synthesizes relevant State and local laws and regulations, policies, plans, designs, and operational procedures for the establishment of rails-with-trails and their connections to roadway, pedestrian, and transit networks. This report will provide examples of widely accepted effective practices which may be adopted in other locations where rails-with-trails exist or are proposed, and examples of practices which should be avoided. The report also will propose practices which may serve to reduce trespass and vandalism on rail rights-of-way associated with rails-with-trails and reduce liability claims by trespassers against railroads. This information is critical to ensuring the thoroughness and success with the final Rails with Trails (RWT) Report. The Government intends to award a purchase order on a sole source basis under FAR Subpart 13.106-1(b) to the Rails-to-Trails Conservancy. The NAICS Code is 541990; the Small Business size standard is $15M. Notice: Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the specific required services mentioned above. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen(15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted.
