Description
This is a Public Notice of a sole sourced award for custodial services to a HubZone located in Limestone, Maine per: FAR 19.203(c) and FAR 19.502-2(b). There is no expectation of any another certified HubZone participation. NOTICE: T HIS IS NOTIFICATION OF A SOLE SOURCE AWARD TO A HUBZONE LOCATED IN LIMESTONE, MAINE. BASE PLUS FOUR OPTION PERIODS. This is an all or none combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 13 and Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, current to: FAC 2005-95, effective: 19 Jan 2017. Quote shall include using attachments included with this RFQ: •· Unit price per CLIN as described on pricing table •· Vendor Contact Name, Phone Number and Email Address •· Company Cage Code or DUNS Number •· Tax Identification Number •· Business Size: Small/Large/Other Important Reminder: Prior to submission of quote, please verify your registration is current and active via the System for Award Management (SAM): https://www.sam.gov/portal/public/SAM/. Description of Requirement: DFAS Limestone, ME requires, Custodial Services as described in the Performance Work Statement dated 6/13/2017. The government intends to award a single sourced contract to provide custodial services IAW the Performance Work Statement (PWS) for a base plus four one-year option periods. Anticipated Period of Performance: Base August 1, 2017 - July 31, 2018 Option 1 August 1, 2018 - July 31, 2019 Option 2 August 1, 2019 - July 31, 2020 Option 3 August 1, 2020 - July 31, 2021 Option 4 August 1, 2021 - July 31, 2022 Location: Defense Finance and Accounting Services (DFAS) DFAS-Limestone 27 Arkansas Road Limestone, ME 04751 Evaluation Factors The government will award a contract resulting from this solicitation to the responsible vendor whose quote conforms to the solicitation as evaluated from Price and Past Performance. Both past performance and price will be equally considered. The government intends to award without discussions; however, the government reserves the right to conduct discussions if deemed appropriate. Conformance to PWS: You must provide the services in accordance with the Performance Work Statement. Unless an exception is specifically noted within your quote, your quote will be considered to be in complete conformance to the solicited requirements. Vendor should demonstrate their ability to meet the requirements set forth in the PWS by (1) references and (2) previous work summaries NOTE: Sections I, II, and III below should be together and provide at a minimum name, address, phone, and email of offeror (vendor) and points of contact, solicitation number with a cover letter synopsizing the proposal and an index of included information •I. Past Performance: References : •1. The offeror may provide up to a maximum of three (3) performance references of same or similar contracts or projects of comparable size and complexity of work as described in the PWS within the past five years. •2. The references (names, addresses, email and phone number shall be provided to the Contracting POC, Diane Hulett (diane.m.hulett.civ@mail.mil) with the quotation response. •3. The references should include recent and relevant contracts for same or similar services from contracts with the Federal Government, state or local government agencies, and commercial customers. Also included shall be description of the effort, dollar value of the contract, and period of performance. •II. Past Performance: Work experience on similar projects : •1. Identify as "Past Performance Support Information" •2. Submit previous work experience on similar projects in no more than three pages for each example. •4. At a minimum, this part shall address the vendor's understanding of the requirement and its ability to meet all of the requirements set forth in the PWS. •5. Past Performance information shall include recent and relevant contracts for the same or similar services and references including contract numbers, points of contact, phone number, and email. And Part II Past Performance information may coincide with Part I Past Performance references if the criteria fits both I and II. •6. Vendor may provide information on problems encountered on the contracts and subcontracts identified in parts I and II, and the corrective actions taken to resolve these problems. Do not provide general information in the problems section. This information will be obtained from the references. The government reserves the right to contact sources other than those provided, and any information received may be used in the evaluation of the vendor's past performance. •III. Price: The award shall be made based on price reasonableness of the offer submitted based on prevailing Wage Determination 2015-4007 REV. 2 and applicable services charges provided by the vendor. A firm fixed price quote is to be made based on requirements that include the base and four option years. Options: The government will evaluate quotes for award purposes based on the total price for the base plus the four option periods. The vendor must quote on all periods. DFAS Columbus is seeking price reductions from service prices. Offer/Proposal: A pricing table attachment is provided to annotate pricing for the full requirement. Invoices: Shall be submitted via Wide Area Workflow (WAWF) to a WAWF acceptor that will be identified in the resulting contract. Reference DFARS Clause 252.232-7006. Security: IAW Section 3 of the PWS pages 1 and 2. Questions Concerning this RFQ: All questions and inquiries concerning any aspect of this announcement must be submitted in writing to diane.m.hulett.civ@mail.mil for clarification sufficiently in advance of the deadline of receipt of the quote to get an answer in time to meet that deadline. Telephone requests will not be honored. The Government's response to inquiries will be made in writing. Any resulting additions, deletions or changes to the RFQ will be made by issuances of a formal amendment. Vendors are instructed specifically to contact only the issuing contract office in connection with any aspect of this requirement prior to contract award. Please Note : A quotation does not constitute an award; therefore, an obligation to your company is not official until you receive an order for this requirement. Attachments: •1- Pricing Table •2- Customer Information Table 3- PWS Contractor Manpower Reporting: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Defense Finance and Accounting Service (DFAS) via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
