Description
Statement of Work Solicitation Statement of Work Armory Revitalization Project 55 SFS Armory, Bldg. 160 Offutt AFB Scope The project covered by this Statement of Work consists of all equipment, expertise, labor, materials, services, supervision, and tools necessary to demolition/remove and replace the weapons rack system inside the 55 SFS Armory. All items to be removed are bolted and/or screwed in place. Purpose The statement of work will govern the removal and replacement of the Weapons Rack System. The current in place weapons rack system will be replaced with new, stronger, and better organized area. Made to last longer and be of a better organization of daily issued items. The successful contractor shall furnish all equipment, expertise, labor, material, services, supervision, and tools required to remove/install items as described herein. Materials 1. Combat Weapon Storage Compact Armory System a. Total System Height is roughly 91" for each cabinet. The weapon racks system is comprised of multiple cabinets needed to hold a minimum of 1,400 weapons. Each cabinet will be set up to hold a specific amount of weapon models and quantity. There will be room for growth and room for accountable equipment. 2. Misc. hardware a. All hardware necessary to secure weapons and equipment in place, i.e. nuts, bolts, screws, etc. to include rubber flooring and rails. Objectives: The project shall include: 1. Removal and disposal of current weapons rack system. 2. New weapon rack system designed to house weapons and other accountable equipment will be installed. 3. Ensure the new weapons rack system are IAW with AFMAN 31-129, AFI 31-117, and SOI 31-208 which governs requirements needed for AA&E storage. Weapons will need to be locked inside storage rack systems that weigh a minimum of 500lbs and can't be easily moved for security of Deadly Force Capable items. Site Visit Any interested contractor(s) shall have the opportunity to participate in a Site Visit to inspect the work area by notifying the Contracting Officer. The date and time are to be determined and will be provided to interested contractors. All participants will be escorted onto base and transported to the inspection site. The inspection time shall not exceed two (2) hours. The Security Forces POC will be SSgt Wayne Pilcher, 402-294-4806, and the alternate POC is SSgt Cameron Husted, 402-294-4806. Work Schedule Working hours for the contractor are preferred to be completed over the weekend. However, certain times are available during the week as well. Times will need to be scheduled through the Security Forces POC. Pass and Identification/Base Entry AF Form 75, Vehicle Visitors Pass, is required for all Contractor employees and vehicles. AF Form 75 is available from Security Forces personnel at the STRATCOM Gate (South entrance). Contractor shall ensure the pass and identification items required for contract performance are obtained and renewed (as required) for employees and non­government owned vehicles. Contractors shall access the base using the STRATCOM Gate and are subject to vehicle search. Contractors will be responsible for escorting all material trucks required for the project from the STRATCOM Gate to the job site and back off base. Escort privileges must be included in the AF Form 75 request for an individual to be an escort. The Security Forces POC will be SSgt Wayne Pilcher, 402-294-4806, and the alternate POC is SSgt Cameron Husted, 402-294-4806. Use of Utilities All reasonable quantities of utilities will be made available to the contractor without charge. Any access to utilities will be granted as we have access to our own utilities. Any temporary connections of lines that may be required will be installed, maintained, and removed by the contractor at his own expense and in such a manner satisfactory to the Contracting Officer. Removal of such connections or lines shall be accomplished prior to final acceptance of the contract. Clean Up The contractor shall ensure that the work area is cleaned up at the end of each shift. Debris and trash shall be removed and properly disposed of by the contractor outside the confines of Offutt AFB. Contractor Damages Any and all damages to buildings, wiring, flooring, etc. caused by the contractor shall be repaired or replaced by workers skilled in that particular trade at no additional cost to the government. Coordination If any conflicts occur necessitating departure from the statement of work, the reason(s) for the departure and all relevant details shall be submitted to the Contracting Officer for written approval. The contractor shall coordinate and properly relate the work to be done to the site and to the work of all the trades. The contractor shall visit the premise and thoroughly familiarize himself with all details of the work to be done and the working conditions. The contractor shall verify all of the dimensions in the field, and advise Security Forces of any discrepancy before performing the work. Access will be gained by contacting the Security Forces Armory POC SSgt Wayne Pilcher, 402-294-4806, and the alternate POC is SSgt Cameron Husted, 402-294-4806. Final Acceptance Inspection The 55th Security Forces Facility Manager will conduct an inspection upon completion of the entire building project, he will approve and coordinate with the Contracting Officer before payment will be authorized. Location of Work All work will be performed at the 55th Security Forces Squadron Armory in Building 160, Offutt AFB NE. Performance Dates The Period of Performance for this requirement shall be no longer than one week and will start and end within sixty days after date of contract award.
