Description
Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Bay Spec, Inc., 1101 McKay Drive, San Jose, CA 95131, as they are the sole source for this type hyperspectral imager system pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. This award will be for a hyperspectral imager that is innovatively designed, combining high-performance with ultra- compactness and simplicity in operation for small unmanned aerial vehicles. This imager must have small size like 8 cm x 6 cm x 6 cm with the weight less than 250 g for regular gimbol to carry and control the position of the imager in flight. This imager must have fast data transfer rate up to 120 frames per second. The spectral range should cover the spectrum of visible and near-infrared like 450 - 970 nm with 150 bands. Operating of the imager must be automatic and requires minimal intervention. The hyperspectral image cube construction must be done without software effort with the features "True Push-broom" to allow the imager to move to scan at random speeds. No GPS/IMU needed for ground image reconstruction. The hyperspectral imager has to have extreme compactness to uniquely meet our requirements with uncompromised performance, automatic operation and data processing for the imager to be a straightforward system for applications in our research activities in precision agriculture and low-altitude remote sensing. BaySpec is the sole source for type of ready-to-fly hyperspectral imager that can satisfy the requirements of our research and meet all of the above criteria. The Government intends to award a firm fixed price Purchase Order on or about July 17, 2017, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 11:00AM central time, July 14, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
