Notice of Intent: NB687060-17-03975 Status: Open Description of Contract Action: Multichannel Current Source for the Testing of Superconducting Circuits. Post Date: 07/11/2017 Close Date: 07/14/2017 File Name: NB687060-17-03975 Contact Points: Dennis M. Fuentes, Contracting Officer (303) 497.5573 This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b). This is a notice of intent to negotiate on a sole source basis and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 14 July 2017, 11:00am, Mountain Time to Dennis M. Fuentes at dennis.fuentes@nist.gov. Responses received will be assessed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to negotiate and award on a sole-source basis under the authority of FAR 13.106-1 (b) with Hypres, INC. in Elmsford, NY. Minimum Specifications: • Low noise (<1mArms in a 1 MHz Bandwidth) • Range of at least 50 mA • Resolution of at least 50  • Complete galvanic isolation of channels. This means that each channel does NOT share a ground with any other one unless it is necessary. • Maximum Load current 4A • Output resistance >1M • Multichannel (>20 fully independent and floating channels). • Mute capability (mute current source to prevent any residual current flow) • Max Current of >50mA • USB controlled • Software based GUI • Channels can be ramped...i.e instead of going from 0 to 50mA in a sharp step...it will go up gradually. • Temperature interlock: if system under state warms up due to failure and gets out of the superconducting state, the current source will mute to prevent biasing a chip which has gone normal. • Readback of actual current on each channel. Delivery: 3 months ARO or sooner Testing and Acceptance: End user will inspect and test the merchandise upon delivery. The merchandise should perform per specifications. The NAICS code 334516 - Analytical laboratory Instrument Manufacturing, and the Small Business Size Standard is 1000 employees will be used.
