- Request for Quote This is a combined synopsis/solicitation for catered meals, in support of North Dakota Army National Guard training at Minot, North Dakota, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W901UZ019013, is being issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95. This requirement is a total small business set-aside. The NAICS codes are 721110 Hotels except Casinos (32.5 Million), 722310 Food Service Contractors (38.5 million), 722320 Caterers (7.5 million), and 722330 Mobile Food Service (7.5 million). The 164th will require Lodging, Meals and Banquet Hall from 15-17 September 2017 (see attached RFQ for details). The provisions at 52.212-1, Instructions to Offerors, 52.212-2, Evaluation-Commercial Items, 52.212-3, Offerors Reps and Certs apply; along with, clauses 52.21-4 Contract Terms and Conditions and 52.21-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders. The Government will award to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government (price and other factors considered). The following factors shall be used to evaluate offers: menu and price. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Offerors shall utilize the attached RFQ document to submit their offer. Any award made pursuant to this solicitation is subject to the availability of funding. All offerors must be registered in System for Award Management (SAM) and Wide Area Work Flow (WAWF). Lack of registration in SAM will make an offeror ineligible for award. Registration information can be found at http://www.sam.gov and https://wawf.eb.mil.
