- SYNOPSIS: This is NOT a request for competitive proposals. This is a Request for Information (RFI) for planning purposes ONLY and shall not be construed as a commitment by the Government to pay for information solicited. No evaluation letters and/or resultants will be issued to the respondents. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) is seeking contractors to provide dental laboratory services to VHA Dental Services and to supplement the VA s Central Dental Laboratory s (CDL) production of dental prosthetics. BACKGROUND: VA Dental Care serves as the foundation and first point of contact within the health care system for enrolled, eligible Veterans dental needs. Dental benefits are provided by VA according to law. VA Medical Centers (VAMCs) within each Veterans Integrated Service Network (VISN) refer dental laboratory work to VA CDL s to perform required services or use local sources. In cases where the CDL s are unable to meet the VAMC s demand, contracted services are required to fulfill the need. OVERVIEW AND PURPOSE: VA intends to contract with qualified dental laboratories which will provide the following dental laboratory services: Fabrication of porcelain fused to metal crowns and fixed partial dentures Fabrication of Full gold crowns and fixed partial dentures Implant supported crowns and fixed partial dentures Abutments Resin-bonded bridges Removable partial denture frameworks Diagnostic wax-ups for crown and bridge (C&B) cases Custom provisional C&B prostheses All-ceramic C&B prostheses Implant connecting bars (precious metal/titanium) Cast post and cores C&B metal/titanium/zirconium substructures Application of veneering porcelain to existing/CDL submitted metal or ceramic C&B copings and fixed partial denture (FPD) structures. Acrylic dentures and partial dentures Mandibular repositioning devices for the treatment of Obstructive Sleep Apnea Occlusal night guards Flexible partial dentures RESPONDING: Interested dental laboratory companies are encouraged to respond to this Request for Information by completing the unit price listing and the Market Research Questionnaire below. Please provide written responses to these questions via e-mail to LaSheena.Scott@va.gov and taylor.cobb@va.gov by July 25, 2017 4:00 EST. Summary of Requirements Vendor shall furnish all necessary labor (including diagnostic wax up services), equipment, supplies, packaging, transportation, manifests, and reports necessary to fabricate, and deliver the materials listed below The price of a fixed partial denture includes the price of the retainers and pontic(s). These bridge units will be priced at the rate of a single crown times the number of units in the fixed partial denture. The price of the prosthesis (dental porcelain fused to metal crowns and fixed partial dentures) shall not change if the prescription request metal occlusal or lingual surfaces; metal rest seats, guide planes and contour undercuts (survey crowns); porcelain butt margins, metal collars; or retro-fitting a crown to an existing removable partial denture. The price of the crown and bridge unit will include the price of the metal (dental casting high noble or noble alloy). There will not be an additional cost for metal. The price of a removable partial denture cast framework shall not change if the prescription requests multiple clasps or wrought wire clasps, metal backings; or a lingual plate major connector. Complete dentures and partial dentures will include patient identifying information if requested at no additional charge. Please describe metrics used to track laboratory adequacy, timeliness or case management Billing infrastructure to capture and process services provided in a timely and compliant manner Do you see yourself as a national, regional (multi-state), or local (single state) provider of dental laboratory products and services? What are the advantages/disadvantages of these geographic breakouts? At what level of geography is it your preference to contract? Why? Please describe any special credentialing processes for your certified dental technicians and any additional training your technicians require. How do you measure and report quality of dental products from your laboratory? What considerations about measuring and reporting quality should be taken into account? How do you ensure privacy and security of patient information? Describe your policies and procedures for protecting health information. How is quality of documentation ensured and inspected? What are the most appropriate pricing schemes (or combination of pricing schemes) that correspond to commercial dental laboratory contracts? What is your customer support structure? Do you have field staff or is everything telephonic? How is your customer service measured for quality of support? How do you handle complaints about a delivered product? Can you provide examples of metrics you report on now? What is the typical start-up time needed between contract award and acceptance and performance of orders for services? What is the most significant information needed to determine: Whether or not to submit a proposal? To prepare and price a proposal? VA purchases services for our Veterans on an as needed basis, so predicting specific types of specialty services and volumes needed is difficult. What recommendations do you have for effective partnering with the private sector to meet the dental laboratory needs of Veterans through purchased care while ensuring quality and consistent pricing? If you have experience working under performance measures, both internal and external to your organization, please describe those measures and how they affected your solutions and ability to perform a service.
