- NOTICE OF CONTRACT AWARD (NOCA) - Department of the Air Force Air Force Life Cycle Management Center - This is a Notice of Contract Award (NOCA). AFLCMC/HBAK has awarded a sole source Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to Raytheon Company, Aberdeen Proving Ground Maryland, for Civil Communications, Navigation, and Surveillance/Air Traffic Management (CNS/ATM), navigation safety, and Next Generation Air Transportation System (NEXTGEN) for technically qualified avionics products to be included on an internet iGATM Catalog. These qualified products are from the Transponder Product Line for the B1 IBS, C17, C-130E, and C-130T aircraft platforms. These avionics products are non-commercial items. The Government awarded a one (1) year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The award date was 7 July 2017 using firm fixed price (FFP) contract type for the amount of $78,000,000.00. APX-119 transponders ordering period ends 31 August 2017 with a seven (7) month delivery period on each order. Additionally, upgrades have a 12 month ordering period and an 18 month delivery period on each order. All additional items not stated above have a 12 month ordering period with a 12 month delivery period for each order. The statutory authority which permits other than full and open competition for this acquisition is Title 10 United States Code (USC) 2304(c)(1) as implemented by FAR 6.302-1. A Sources Sought Synopsis for CNS/ATM II iGATM Catalog was previously issued on 18 May 2012, Reference number: CNS ATM. A Notice of Contract Action for CNS/ATM II was posted on FedBizOps on 25 March 2013, Reference Number FA873014D0009. Under the contract, Raytheon will provide technically qualified Identify Friend or Foe (IFF) product line with a two year warranty as required. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offers, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
