Description
This is a synopsis for a non-commercial technical and engineering services prepared in accordance with the format in FAR Part 13 as supplemented with additional information included in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This requirement is being announced as a sole source requirement under North American Industrial Classification (NAICS) Code 541330 Size Standard $38.5M as concurred by the NUWCDIVNPT Office for Small Business Program. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a Firm-Fixed-Price (FFP) contract on a Sole Source basis to DDL OMNI INCORPORATED to (1) Update TEMPALT 14-0010 Technical Data Package (TDP); (2) Install the TEMPALT 14-0010 equipment on host submarine. DDL OMNI INCORPORATED has developed and installed the TEMPALT 14-0010, and Cluster Radon on a Virginia Class Submarine in support of NUWCDIVNPT. DDL OMNI possesses the proprietary CAD models, drawings, and original TEMPALT 14-0010 documentation that were developed at a significant cost to the Navy. In addition, DDL OMNI develops and installs the Cluster Radon system that is required to interface with TEMPALT 14-0010, and therefore is the best technical entity to identify and incorporate any additional necessary changes to TEMPALT 14-0010 TDP and hardware. Period of performance for this requirement is Date of Award to 30 September 2018. Work shall be performed at the contractor's facilities Naval Submarine Base New London Connecticut. The anticipated release date of the request for quote is to be determined depending upon the availability of funding. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
